The Staff Services Manager I (Specialist) serves as a high-level Human Resources (HR) consultant and subject matter expert in personnel management, Classification & Pay, recruitment, policy development, and workforce planning. The incumbent collaborates with executive leadership and hiring managers to assess organizational needs. The role includes leading high-profile projects, ensuring compliance with state and federal regulations, and providing expert recommendations on hiring, Classification & Pay, and recruitment strategies. The SSM I must possess good communication skills, both written and oral, and is able to interact effectively and cooperatively with management and staff.

Working Conditions

The California Governor’s Office of Emergency Services (Cal OES) is an emergency response, homeland security, and disaster recovery agency and as a result, is a dynamic and exciting place to work in a team-oriented environment. Cal OES provides training to enhance the understanding of emergency and incident management to all employees.

The Finance and Administration Directorate oversees sections managing Cal OES operations including budgeting, fiscal analysis, grants management, human resources, labor relations, staff recruitment, examinations, and organization and professional development. The Directorate is comprised of three sections: Administrative Services, Human Resources and Grants Management.

In the event of an emergency, employees may be contacted and requested to report to work in the event of an emergency. This contact may be outside of your normal working hours (evenings/nights, weekends, and holidays). This service may require irregular work hours, work locations other than the official duty location, and may include duties other than those specified in your official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and you may be required to relocate to emergency sites.

Desirable Qualifications

  • Possession of a positive attitude when working with all levels in an organization.
  • Knowledge of, and experience in, using various Microsoft Office applications and virtual platforms (MS Word, Outlook, PowerPoint, Excel, Teams).
  • Experience with software used in eLearning development (such as Adobe Captivate or similar development tool).
  • Ability to evaluate course content and research training resources.
  • Demonstrated reliability with a good attendance history and the ability to be punctual.
