The Affordable Care Act of 2010, known as federal health care reform, requires states to establish Health Benefit Exchanges for individuals and small businesses to obtain affordable health care coverage. The California Healthcare Eligibility, Enrollment, and Retention System (CalHEERS) is an automated system that serves as the consolidated system support for eligibility, enrollment, and retention for the California Health Benefit Exchange (also known as Covered California), Medi-Cal, and Healthy Families. Streamlines resources from which individuals and small businesses will be able to research, compare, check their eligibility for, and purchase health coverage. The CalHEERS Project went live to the public on October 1, 2013. The CalHEERS system development involved the two project sponsors - Covered California and Department of Healthcare Services (DHCS) - and 13 program partners. CalHEERS supports the maintenance, operations, and on-going business of Covered California. It is also one of the systems that support the maintenance, operations, and on-going business of the DHCS.

Supplemental Questionnaire Instructions
A Supplemental Questionnaire consists of a series of questions and a mechanism for obtaining an applicant’s qualifications and experience in job-related areas. The Supplemental Questionnaire must be titled “Supplemental Questionnaire” at the top of the first page, typed in a minimum of 12-point font, single spaced, on standard sized paper (8.5" X 11"), and no more than 3 pages in length. Applications submitted without the required Supplemental Questionnaire will be considered incomplete and will not be considered for this position.
IT Leadership Experience:
1) Describe your IT experience and ability in managing and leading resources (staff, budget, and technology), process improvement, and policy implementation. Also include the budget managed, the number of staff, and the number of managers/supervisors within your area of responsibility.
Software Testing Experience:
2) Describe your experience in managing and leading software testers/UAT within a large scale infrastructure systems. Include the specific environments, technologies, complexity and business criticality.
