ABOUT THE POSITION
The California Housing Partnership (“Partnership”) is seeking a motivated and skilled professional to join our existing team of two advocacy professionals in a flexible, part-time capacity. This posting is for one of four possible roles based on the experience and skill level of the successful candidate: (1) Policy Advocacy Manager, (2) Senior Policy Advocacy Manager, (3) Associate Director of Advocacy or (4) Director of Legislative and Regulatory Advocacy. Each role plays a vital part in advancing our state and federal budgetary, legislative and regulatory advocacy efforts to increase resources for nonprofit affordable housing development and preservation in California under the overall guidance of the President and CEO.
BASIC DUTIES AND RESPONSIBILITIES
- Support advocacy efforts through tracking legislative bills and regulatory comment opportunities, drafting letters and memos, staffing sponsored bills, expressing support for partner bills and coalition building.
- In coordination with the Partnership’s Research Team, conduct policy research, analyzing data and translating complex ideas into clear communications for stakeholders.
- Represent the Partnership in external coalitions, conferences, public hearings and meetings.
- Execute tasks under the guidance of senior advocacy staff with minimal supervision
- Take primary responsibility for key issue areas, including strategy development, policy development, and implementing the identified policy strategies.
- Develop compelling communications such as blogs, newsletters, and op-eds for external audiences.

QUALIFICATIONS & REQUIREMENTS
Our ideal candidate is a detail-oriented self-starter with strong organizational and interpersonal skills. The person is someone with current and advanced knowledge in affordable rental housing finance, law, and program regulations as well as California politics and the California state legislative and budgetary process. An added plus for the person in this role is experience with these same topics at a federal level.

At a minimum, we are seeking candidates who possess the following qualifications:
All Roles:

- Proficiency with Apple computers and various cloud-based tools such as Salesforce, DropBox, Google Drive, and Microsoft OneDrive or demonstrated ability to quickly learn such tools.

- Able and willing to travel regularly within California by car, plane and public transit.
Additional Qualifications by Role (a graduate degree may substitute for one (1) year of work experience):
- Policy Advocacy Manager:
- Minimum two years of experience in affordable housing advocacy, regulatory and/or related legislative work.
- Senior Policy Advocacy Manager:
- Minimum four years of experience in affordable housing advocacy, regulatory and/or related legislative work.
- Ability to perform assignments independently or with minimal assistance both at the higher strategy level and policy detail level.
- Associate Director of Policy Advocacy
- Minimum of six years of relevant experience in affordable housing advocacy, regulatory and/or related legislative work,
- Experience with leadership responsibilities.
- Strong knowledge of state affordable housing finance programs and understanding of nonprofit affordable housing development and operations.
- Ability to supervise and mentor team members.
- Director of Policy Advocacy:
- Minimum ten years of senior-level experience in policy, advocacy, or legislation.
- Demonstrated ability to lead teams and develop high-impact strategies.
- In-depth knowledge of all state affordable housing finance programs and their regulations as well as an understanding of nonprofit affordable housing development and operations.
- Proven ability to supervise and mentor team members.
COMPENSATION
The Partnership provides annual performance-based raises and maintains competitive salary ranges. Compensation for all permanent employees working 20 or more hours per week includes a robust benefits package of 100% employer-paid health, dental, vision, transit subsidy, cellphone and home internet reimbursement, health reimbursement account, employee assistance plan, and employer contributions to 403(b) retirement plan.
Starting salary ranges (based on experience, knowledge and skill level) are as follows:
- Policy Advocacy Manager: $48.08/hour - $51.68/hour (FT Salary Equivalent: $100,000 - $107,500)
- Senior Policy Advocacy Manager: $115,000 - $125,000 (FT Salary Equivalent)
- Associate Director of Policy Advocacy: $145,000 - $157,500 (FT Salary Equivalent)
- Director of Policy Advocacy: $180,000 - $192,500 (FT Salary Equivalent)
