Department Information

The Public Advocates Office is the independent consumer advocate within the California Public Utilities Commission (CPUC). The Public Advocates Office's mandate is to obtain the lowest possible rates for utility service consistent with reliable and safe service levels, and the state's environmental goals. The Electricity Planning and Policy Branch (EPP) has primary responsibility for activities in electricity planning, procurement policy, and climate change initiatives. The Climate Change Initiatives Section focuses on policy development to meet the state's greenhouse gas emission reduction goals and achieve a carbon-free grid while maintaining electric reliability.

Job Description And Duties

The Electricity Planning and Policy (EPP) Branch is seeking a Program and Project Supervisor (PPS) to supervise, plan, and coordinate the activities of the Climate Change Initiative Section. This leadership position in the branch directs and guides the Public Advocates Office's analysis and advocacy on complex and major regulatory, policy and program issues.

Under the general direction of the EPP Program Manager, the PPS directly supervises the work of the Climate Change Initiative Section staff, coordinates the Section's work with other sections and branches and Commission divisions as necessary, and actively participates as a member of the Public Advocates Office management team. Primary responsibilities include :

  • Supervising Section activities and staff, including staff assignments and general workload.
  • Reviewing work product, including overseeing the preparation of staff reports, briefs, testimony, and comments in formal CPUC proceedings.
  • Evaluating and advising Public Advocates Office management on complex, high profile, and controversial issues with implications for ratepayer costs.
  • Staff development and appraisal, including training, hiring, and promoting, employee reviews, and any necessary disciplinary action.
  • Providing technical expertise and input on Section activities.
  • Conducting general administrative duties such as budget oversight, tracking and planning, contract management, website content, and attendance at management meetings, workshops, and other forums.
