Job Description And Duties
If you do not have eligibility (haven’t taken the exam, can’t transfer, etc.) for appointment as an Rail Safety Inspector, Supervisor (RSI, Sup,), the California Public Utilities Commission (CPUC) encourages you to apply for a Temporary Authorization (TAU) appointment. A TAU is a non-testing appointment that lasts a maximum of nine (9) months. In order to remain in the position longer than nine (9) months, you must take, pass and in a reachable rank for the RSI, Sup, examination before the TAU expiration date. To be appointed as a TAU appointment, you must meet the minimum qualifications for the classification. We are anticipating administering the examination in the near future.

Under administrative direction of the Program Manager (PM) of the Rail Transit Safety Branch (RTSB), the Rail Safety Inspector, Supervisor, (RSI, Sup) Operations and Safety Section, PUC (SOSS) supervises and coordinates the activities of a group of inspectors in the Rail Transit Operations Safety Section (RTOSS). The SOSS is responsible for planning and coordinating with the other RTSB SOSS to conduct inspection and investigation activities.
The RSI, Sup, is responsible for tracking of all RTOSS team activities, and their integration into overall transit oversight program of the Branch and RTOSS objectives and goals. The incumbent provides direct supervision of the Senior Inspectors (STOS) and field Inspectors in various railroad disciplines: Track and Structures, Motive Power and Equipment, Operating Practices, Signal and Train Control. Supervises one group of the inspection team, including all aspects of their work planning and tracking. The individual, in cooperation with their counterpart, leads development, review, analysis, modification and implementation of the RTOSS team processes and procedures, documentation, tracking mechanisms and reporting to management. Conducts personnel reviews, trains, advises, monitors the technical competence of personnel and recommends personal development plans of the inspection team staff. Incumbent works with the RTSS Program and Project Supervisor and RTSB Program Manager to integrate the RTOSS Inspection Team processes and procedures into the RTSB oversight program; includes conducting facility, equipment and operations inspections as part of accident investigations, triennial reviews, audits, and random inspections. Also includes coordination of the work of the inspection staff in conducting risk-based inspections, studies, field inspections, and meetings relating to ongoing formal and informal proceedings.
Leads and conducts inspections, investigations, and reviews of policies and procedures of the transit agencies, and takes a lead role in major and more complex or controversial inspections, investigations, informal complaints, and formal proceedings in connection with transit safety oversight, and enforcement of both Federal and State regulations. Incumbent will coordinate the integration of RTOSS Team staff in accident, hazard and other investigations of rail transit agencies conducted by the Branch.
Assists and\or arranges for RTOSS Team resources for the Program Manager, for triennial audits and in assessing rail transit agencies’ Public Transportation Agency Safety Plans, System Security Plans, and other rail transit agency procedures and reference documents, as necessary.
Prepares for and testifies as expert witness and acts as staff representative in proceedings before the Commission. Also, participates in negotiations and exchanges with transit agencies regarding rulemaking and formal proceedings. Incumbent attends rail transit agency meetings to evaluate current and proposed facilities, safety procedures and processes for compliance with Commission General Orders, Federal regulations, and industry standards. The individual works with Federal and neighboring State agencies for uniform application for safety regulations, and participates in technical standards committees and other technical and professional organizations, as time and funding permit.
