The Capital Program Reporting Analyst will extract, analyze and report on Capital Project data that is needed for a variety of reasons including :
- Understanding portfolio and program health and performance on a regular basis
- Providing data to decision makers in responses to changes in the capital program
- Enhance the processes for General Rate Case Budget preparation, filing
and data requests
This position will become the functional, subject matter expert on the integration, aggregation, analysis and reporting of capital project and cost estimate data from various sources including Microsoft Project Online (MSPO), Project for the Web, Powerplan, PowerBI, and enterprise cost estimating resources. The goal of this role is to provide meaningful project / program / portfolio data for a variety of users at various levels of the company to make informed, actionable decisions about the capital program. This position will support the expansion of an enterprise-wide Project, Program and Portfolio Management (P3M) information system to other Engineering teams and departments and maintain its planned integration with other data sources mentioned above.
The Capital Program Reporting Analyst reports to the Manager of Capital Budgeting and is not responsible for supervising other employees. This position is located in San Jose, CA, Bakersfield, CA, or Torrance, CA.
Essential Qualifications
Support the roll out of project / portfolio management tools throughout the organization.
Develop and maintain reporting tools (PowerBI and Excel) to show the overall California Water Service Group capital program and the individual health and status of portfolios, sub-portfolios and programs within the Group.
Creating ad-hoc reports to address company needs for analysis of the current and future capital program
Support the California General Rate Case filing and data request development by developing new processes for organizing and extracting data related to the capital program
Support the integration of data between various platforms (Powerplan, MSPO, Project for the Web, various cost estimating resources, PowerBI)
Develop, assess, and review optimal information models, reporting applications, automation enhancements, dashboards, and performance metrics to support business decisions
Optimize processes to ensure efficiency and data accuracy
Liaison with other Cal Water business areas (such as Information Technology, Accounting, other Engineering Departments) on project management and accounting systems implementations and upgrades
Plan and coordinate the work of consultants, application developers and other service providers
Document processes and procedures for all of the above functions
Develops and delivers training materials to internal project managers and report users
Performs work on-site in the assigned office location
Other duties may be assigned to fulfill business operational needs and objectives
Minimum Qualifications
Bachelor's degree in Engineering, Economics, Data Analytics, or related field and / or equivalent relevant experience
Knowledge of water systems or construction projects, very desirable
Project Management Experience
Familiarity with Program Management concepts
Ability to perform complex mathematical functions to calculate figures and analyze results
Ability to collect, analyze, compile and interpret economic and technical data
Ability to organize work to meet changing schedules and high-pressure situations
Ability to use logical and creative thought processes to develop solutions according to written specifications and / or verbal instructions
Ability to use initiative and independent judgement within established guidelines
Understanding of and experience using analytical concepts and developing actionable recommendations
Experience working with and creating databases and dashboards using relevant data to inform decisions
Strong problem solving, quantitative, and analytical abilities
Exceptional ability to communicate new information effectively, both verbally and in writing, in a tactful and persuasive manner
Excellent interpersonal skills, enthusiasm, and commitment to outstanding customer service
Experience with Microsoft Project, PowerPlan, Sage or PowerBI, very desirable
Must be highly proficient in personal computer skills including Excel, database management, and Office 365
Valid California Driver License
Salary Range : $66,900 - $142,800
