Description
In coordination with the clinical leadership team, the Continuous Quality Improvement (CQI) Manager is responsible for improving the effectiveness and efficiency of CALM’s processes and services. The CQI Manager provides leadership and operational oversight of the agency’s county-wide quality assurance team, ensuring services are delivered in accordance with established best practices, regulatory requirements, and organizational standards. The CQI Manager is responsible for ensuring that all clinical services remain in compliance with local, state, and federal regulations. The CQI Manager reports to the Senior Manager of CQI and Doctoral Training.
How you will make an impact:
- Guide and drive forward the vision for CALM’s Quality Assurance (QA) Team.
- Develop strategies to analyze, sustain, and optimize operational processes.
- Lead quality improvement workgroups and monitor and report on the progress of improvement projects through key performance indicators.
- Contribute to strategic planning and guide objectives of the operations plan to further the development of quality improvement and assurance practices.
- Recruit, train, and supervise staff to ensure quality assurance and regulatory compliance across all office locations.
- Facilitate weekly QA team meetings to support county wide continuity.
- Facilitate monthly caseload compliance meeting between QA and Program Managers.
- Evaluate staff performance, provide feedback, and address performance/disciplinary actions as needed.
- Develop and maintain a comprehensive quality assurance program manual to support the consistency and sustainability of QA operations.
- Collaborate with the CLT to monitor and maintain CALM’s Policy and Procedure Manual, ensuring adherence to State regulations, site safety, agency governance, HIPAA compliance, and other standards.
- Oversee the use of EHR systems to meet reporting requirements for contracts, ensuring accurate and timely data submission.
- Ensure timely communication and distribution of compliance standards, grievances and updates, from partner agencies to CLT as needed.
- Oversee the creation and implementation of procedures to track and evaluate clinical productivity monthly.
- Keep current with contract requirements and quality assurance practices through ongoing education, seminars, and professional networking.
- Collaborate with the leadership team to ensure completion and submission of contractually required reports.
- Maintain a regular presence in all regional offices to support QA operations.
- Other duties and special projects as assigned.

Compensation:

CALM offers a $1-3/hour bilingual stipend to employees that use a second language.
The salary range for this role is $110,000-$140,000 per year
The salary range provided denotes the minimum and maximum rates applicable to the position. Factors influencing the placement of newly hired employees within this range include their specific skills, qualifications, relevant experience, and comparison with existing employees in similar roles. Typically, newly hired employees are positioned below the midpoint of the salary range.
Requirements
Education and/or Experience:
- Master’s degree preferred from an accredited college or university with major course work in computer science, statistics, public health/administration, or a related behavioral health field.
- Four years of full-time professional program experience in quality management, planning and evaluation, quality improvement, or a closely related field including two years of supervisory experience – or – two years of professional experience as a compliance and quality improvement coordinator.
- Advanced technical skills including experience with statistical software (e.g. R, Python/PySpark, SQL, Excel).
- In-depth understanding of federal, state, and local regulations relevant to behavioral health services, including HIPAA, Medi-Cal, and other regulatory requirements.
- Advanced proficiency with Electronic Health Record (EHR) systems and other healthcare software platforms, with a minimum of 3 years of experience as an expert user or administrator.
