Job Description And Duties

The California Environmental Quality Act (CEQA) (Pub. Resources Code,

• 21000 et seq.) mandates that public agencies study potential adverse environmental impacts of proposed projects and adopt feasible project alternatives or mitigation measures to reduce significant impacts. LCI plays an important role in implementing CEQA, drafting technical advisories, creating technological tools, providing technical assistance and recommendations, and formulating the first draft of the CEQA Guidelines before the Guidelines are promulgated as regulations by the California Natural Resources Agency.
  
  

LCI also administers the judicial streamlining certification process on behalf of the Governor’s Office. CEQA is enforced by courts, often through lawsuits initiated by the public. In recent years, the Legislature has established an expedited judicial process for CEQA challenges in cases for which expedited resolution is in the public's interest.

In 2021, the Legislature passed Senate Bill 7 (Atkins, 2021), also known as the Jobs and Economic Improvement Through Environmental Leadership Act of 2021 (Pub. Resources Code,

• 21178-21189.3). In 2023, SB 149 was enacted as an urgency measure, extending the provisions of SB 7 (Pub. Resources Code,
• 21181.) and introducing an expanded judicial streamlining process for defined infrastructure projects. Transportation-efficient housing, large infill projects, energy infrastructure projects, semiconductor or microelectronic projects, transportation-related projects, and water-related projects are essential to reducing greenhouse gas emissions and adapting to climate change while providing jobs and critical infrastructure to the state.
  
  

Under the broad direction of the Land Policy Deputy Director, the CEQA Policy Program Manager has overall responsibility for implementing SB 7 and SB 149. This includes leading and developing comprehensive certification application guidance and procedures. The incumbent will work closely with the legal team on all aspects of program design and implementation. This includes activities such as rulemaking and developing a fee to aid in cost recovery.

The CEQA Policy Program Manager will serve as the primary point of contact for the judicial streamlining applicants, furnishing timely information to the public about the application process. The incumbent will meet with applicants to address general inquiries regarding the Program's procedures. Collaborating with the legal team, the incumbent will prepare and submit the Governor's Office Action Request accompanying each application package to the Governor's Office for review and approval. The incumbent will also coordinate efforts across all LCI’s branches to manage the Program outreach, communications, and technical assistance coordination.

In addition to work on the judicial streamlining implementation, the CEQA Policy Program Manager will coordinate work related to CEQA generally, including assisting with the preparation of CEQA technical advisories and tools, answering questions from the public about CEQA, and providing assistance to the State Clearinghouse. In the event that an update to the CEQA Guidelines is needed, the CEQA Policy Program Manager will work with the legal team to prepare the initial draft of the Guidelines.

The CEQA Policy Program Manager will oversee a staff of approximately 4-6 policy specialists. Staying up to date with management training and best practices is essential for the CEQA Policy Program Manager. Working Conditions

Persons appointed to this position must be reasonably expected to lift, carry, push, pull, or otherwise move object up to 10 lb. of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects with or without reasonable accommodation. Department Information

The Governor’s Office of Land Use and Climate Innovation (LCI) serves the Governor and his Cabinet as staff for long-range planning and research and constitutes the comprehensive state planning agency. The Office assists the Governor and the Administration in planning, research, policy development, and legislative analysis. The Office formulates long-range state goals and policies to address land use, climate change, population growth and distribution, urban expansion, infrastructure development, groundwater sustainability and drought response, and resource protection. The Office’s budget programs include State Planning and Policy Development, Strategic Growth Council, and Racial Equity Commission. The Office is a fast-paced, creative work environment that requires staff to have strong collaboration skills, an ability to quickly respond to changing policy needs, and a positive attitude and sense of humor. Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

• Bachelor’s or master’s degrees in urban planning, public policy or Juris Doctor with expertise in environmental law. At least five years of experience working in environmental law or policy area and general knowledge of infrastructure implementation.
