PURPOSE:
The Environmental Engineer role is the lead for onsite air compliance with Continuous Emission Monitoring Systems (CEMs) in the refinery. The role is responsible for supporting the refinery with environmental compliance to meet Federal, State, and local laws and regulations. The Environmental Engineer works closely with operations, maintenance, inspection, and engineering functions to clearly manage and execute requirements and work practices. This position will work to improve the environmental management systems in the facility related to Continuous Monitoring Systems.
KEY OBJECTIVES AND RESPONSIBILITIES:
- Manage CEMs program
- Manage Emission Testing Program for compliance and technical goals
- Emission Inventory Reporting/Tracking
- Develop and maintain site subject matter expert level of expertise on assigned regulations (including MACT, NSPS, NESHAP, Title V, PSD, RSR, EPCRA, etc.)
- Provide guidance, training, and technical support as needed to I&E, operations, and maintenance personnel
- Emission calculations for regulatory reporting, business review, and incident review
- Develop and implement Refinery compliance system self-assessment programs, including identification of applicable regulatory and permit compliance requirements and the means to demonstrate compliance with those requirements
- Prepare Air permit applications and supporting calculations
- Prepare and submit regulatory compliance reports
- Participate in incident investigations, corrective actions, and PHAs
- Lead contact for Regulatory Agency on-site inspections and Regulatory Agency information requests
- Track key performance indicators, and identify and implement processes to improve performance
- Contractor management and oversite for air quality programs
- On call duties for weekends and holidays as assigned
- Additional duties as assigned
REQUIRED EDUCATION/EXPERIENCES:
- Bachelor’s degree in chemical engineering or environmental engineering, or an advanced degree in environmental science or a related technical field
- 5 years of experience managing, reviewing and analyzing complex air programs; preparation of written guidance for environmental and operations personnel; and preparation of air permit applications and compliance reports
- Knowledge of federal air quality regulations and reporting (MACT, NSPS, NESHAP, Title V, PSD, etc.) and CERCLA, EPCRA, and TSCA reporting and compliance
- Air compliance and permitting experience at a large industrial manufacturing facility with a refinery experience preferred.
- Demonstrated critical thinking & entrepreneurial skillsets in problem solving
- Good understanding of computer systems including Microsoft Word, Excel, PowerPoint, Outlook, PI Process Book, and Internet functionality
- Ability to provide on-call support on nights and weekends as needed
PREFERRED EDUCATION/EXPERIENCES:
- Experience with federal refinery regulations and Louisiana air regulations preferred
COMPETENCIES:
- Able to execute and deliver complex air compliance projects on time and with minimal supervision
- Proven experience with one-to-one contact with regulatory agencies
- Management of outside consultants and contractors
- Ability to understand Refinery process unit operations
- Must have excellent oral and written communication and interpersonal skills to interact with all levels of the organization
