The Calvert County Department of Public Safety is seeking qualified candidates for the Career EMS Assistant Division Chief position. This position offers an exciting opportunity to be in a key leadership role within a dynamic emergency medical services environment. Candidates should have extensive administrative and operational knowledge of EMS processes, experience with county government budgeting and management processes, strong communication skills with experience presenting information to executive management type positions, and demonstrated success in collaborating with other departments.We encourage all who have experience and passion for EMS leadership to apply for this position.The Career EMS Assistant Division Chief assists the Division Chief with managing daily operations, developing plans, policies, and procedures for the Career EMS Division. This position coordinates with the Fire-Rescue-EMS Division, local volunteer departments, and the Medical Director. Responsibilities include overseeing staff training, budget and billing, and managing medical equipment, supplies, medications, and emergency vehicle certifications. The Assistant Chief develops and enforces EMS policies as directed by the Medical Director and Director of Public Safety, modifying protocols as needed, and works closely with the Medical Director, Emergency Medical Services Advisory Council, and local Volunteer Fire-Rescue-EMS organizations.This position reports to the Career EMS Division Chief and may serve as the division chief in their absence.Essential Job FunctionsDrafts and reviews policies and procedures for the Career EMS Division.Works closely with the EMS Specialist, identified as the Jurisdictional EMS Officer, to ensure collaboration and integration of volunteer and career services to support the volunteers.Assists with oversight of daily operations of the Career EMS Division following Federal, State, and County laws, regulations, local ordinances, and policies and procedures.Develops and implements continuous quality improvement programs by reviewing and analyzing EMS effectiveness, system trends, and needs to ensure EMS system excellence.Maintains a leadership role within the Division while exhibiting attributes such as self-motivation, attention to detail, and superb organizational skills while administering all aspects of the EMS program within the Division.Completes scheduling, reviews payroll, approves timesheets and leave, conducts performance evaluations, and ensures staff are trained and developed. Assists with mentoring and directing the activities and work of the EMS shift supervisors. Manages ambulance licensure and other related certifications following State and National Registry requirements and maintains certifications-related records.Ensures all medical equipment on career ambulances and chase car units is appropriate and in good working order and medical supplies are at the appropriate inventory level.Oversees the ordering, inventory, and record keeping of all medications, including controlled dangerous substances, following all Federal, State, and County codes, laws, regulations, or policies.Performs HIPPA compliance, privacy act, and infectious control program administrator duties for career staff.Responds to citizen questions and inquiries in a courteous and timely manner.Oversees and reviews EMS billing activities for the career EMS Division, including electronic billing, spreadsheets, and reports; responds to patient billing questions/complaints as patients' last resort; resolves consumer and billing issues.Participates in the development and administration of the division budget; approves the forecast of funds needed for staffing, equipment, vehicles, materials, and supplies; and approves expenditures and implements budgetary adjustments as appropriate and necessary to ensure efficiency and effective delivery of career emergency medical services to save lives and property.Attends various meetings, conferences, workshops, and training sessions after normal business hours, as needed.Prepares for, attends, and testifies in courtroom hearings and judicial proceedings as required.Reviews, researches, develops, revises, implements, and enforces EMS policies and procedures as directed by the Medical Director and the Director of Public Safety.Assists in the development of policies and procedures; modifies protocols as required.Prepares and/or receives various forms, logs, requests, records, reports, correspondence, and other documents associated with the position's daily responsibilities; reviews, completes, processes, approves, forwards, maintains, and/or takes other action as appropriate; prepares and maintains files and records.Oversees the completion and accuracy of County records, including equipment, vehicles, supplies, and other county-purchased items; peruses documents processed by subordinates; and provides technical assistance as needed.Other DutiesMay be required to provide EMS care in an emergency or disaster.Performs related work as required.Knowledge, Skills, and Abilities (These are pre-employment KSAs that apply only to Essential Job Functions.)Knowledge of--Principles and methods of EMS services, including current training standards, equipment, methods, techniques, safety, protocols, and procedures.EMS staff management, daily operations, customer service, and policy development and implementation.Laws, codes, rules, regulations, and requirements governing the establishment and provision of emergency medical services, including COMAR Title 30.Ability to--Communicate clearly and effectively orally and in writing using technical and non-technical language.Remain calm under stressful situations.Operate a personal computer, printer, calculator, copier, facsimile machine, telephone, radio, or other equipment as necessary to complete the essential functions, including using word processing, spreadsheet, database, or other system software.Required Qualifications (Note: Any acceptable combination of education, training, and relevant experience that provides the above knowledge, abilities, and skills may be substituted on a full-time year-for-year basis.)Training and/or Education: Bachelor's degree with an emphasis in emergency medical services, pre-hospital care, or a related field.Experience: Five years of experience as a Paramedic with experience managing staff, daily operations, customer service, and policy development and implementation.Licenses or Certificates: Valid driver's license.Possess and maintain a valid Maryland Paramedic license (Applicants who are not a Maryland certified Paramedic provider that are National Registry certified must obtain a valid Maryland license within thirty days of hire).Maintain CPR, ACLS, EVOC, and Haz-Mat Operations certifications.National Incident Management Systems (ICS) 100, 200, 700, and 800.National Incident Management Systems (ICS) 300 and 400 within one year of hire.MFRI II instructor (preferred but not required).Emergency Vehicle Operating Course Certification.Special Requirements: Operation of specialized medical equipment providing life-saving patient care.Operation of County and volunteer fire and rescue department-owned vehicles.Physical Demands (Occasional): Heavy lifting, operation of emergency response vehicles, carrying stretchers and medical equipment, and moving patients. Frequent standing, walking, bending, crouching, stooping, reaching, cleaning, stocking, and lifting. Operation of medical and keyboard devices.Unusual Demands (Occasional): Subject to callback to cover short shifts and emergencies. May be required to work day or shift and non-shift schedules, including weekends, holidays, on-call, and extended hours in emergency, disaster, or other situations influenced by heavy workloads or other staffing difficulties.Exposed to mentally challenging situations and life-saving opportunities.Exposed to sick, injured, deceased, hostile, or potentially violent patients.Exposure to work hazards such as smoke, fire, blood toxicants and other hazardous bodily fluids, open wounds, dirt, dust, and inclement weather.FLSA Status: ExemptCompensation Steps: Position closing date: February 20, 2025Pay rate: $93,558 - $107,307 annuallyGrade 726, full-time, 40 hours per weekDepartment of Public Safety, Career EMSThis position allows for telework, meaning the employee may be able to work from home or another offsite location for part of the workweek, but they are still required to come into the office regularly.
