Performs specialized corrections work at the County Detention Center. This position performs first line supervisory work responsible for coordinating intake assessment, classification, counseling, and treatment for inmates in the Detention Center. Work further entails designing and coordinating inmate programs, soliciting program volunteers, reviewing reports, and maintaining records. Work may involve assisting inmates with a variety of concerns and responding to their families and the courts. The work requires training and considerable experience in the field. This position reports to the Lieutenant.Essential Job FunctionsSupervises the activities and staff of the Classification Unit; conducts briefings and staff meetings. Prepares monthly schedule for Classification Unit; reviews and approves all subordinate leave requests.Interviews inmates using risk assessment criteria; gathers and evaluates background information; provides crisis counseling; prepares and maintains individual inmate classification files; orients new inmates to the rules and regulations governing conduct.Provides guidance and direction on housing, discipline, court processes, complaints, and other inmate concerns. Coordinates inmate requests relating to rights and legal representation; counsels inmates and make referrals; completes inter/intrastate agreements.Researches and makes recommendations for new programs and/or expansion of current programs; coordinates, evaluates, and schedules programs; screens, trains, and supervises program facilitators; implements and controls in-house work programs.Prepares correspondence and mandated reports.Reviews court documents pertaining to legal status changes and commitments; computes good conduct, industrial, and special project credits for early release.Supervises inmate disciplinary process by reviewing all incident and offense reports before and after adjustment hearing; supervises hearing officer and ensures inmates receive a fair hearing.Other DutiesPerforms related work as required.Knowledge, Skills, and Abilities (These are pre-employment KSA that apply only to Essential Job Functions.)Knowledge of--Concepts and techniques of corrections as applied to the programs of the Detention Center.Effective techniques of supervision.Classification/assessment principles.Ability to--Supervise assigned programs/activities of the Detention Center.Make sound inmate classification determinations.Establish and maintain effective working relationships with others encountered in the work.Communicate effectively orally and in writing.Deal effectively with the public.Required Qualifications (Note: Any acceptable combination of education, training and relevant experience that provides the above knowledge, abilities and skills may be substituted on a full-time year for year basis.)Training and/or Education: Bachelor’s degree in criminal justice, behavioral science or a related field. (A bachelor’s degree is required for this position as required by Code of Maryland Regulations (COMAR)).Experience: Four years of training in the field of corrections and pre-trial matters, which must include two years of considerable experience managing staff, daily operations, customer service and policy development and implementation.Licenses or Certificates: Must obtain Correctional certification through Maryland Police and Correctional Training Commission within one year of employment.Special Requirements: A preemployment and annual tuberculosis screening will be required.
