JOB
Performs technical engineering work in reviewing erosion and sediment control plans for compliance with standards and specifications. The work involves technical review of plans and assistance to developers, site planners and consultants. The work requires specialized training and experience in the field. The position reports to the district soil conservation manager.
Essential Job Functions
Reviews erosion and sediment control plans for major and minor subdivisions and single lots to ensure they conform to the minimal standards of the state for erosion and sediment control.
Checks storage computations for sediment traps.
Verifies drainage areas for sediment traps and other sediment protection devices.
Measures slope lengths and grade differences to verify proper protection.
Assists citizens with questions about erosion and sediment control plans, grading permits, plants and seeding rates for yards or fields, soil types, regulations on grading, and information on wetlands. Assists individuals in locating their property on contour maps and/or aerial photographs.
Assists surveyors, developers and contractors with questions about pre-design of sediment and erosion control plans, the status of the plans, and revisions to approved plans.
Reviews stormwater management pond plans above 10,000 square feet of storage. Checks the hydraulic computation, dam profiles, soil logs and emergency spillways in accordance with standards for ponds.
Reviews and prepares written comments on preliminary site plans. Meets with officials to discuss plans. Attends monthly Technical Evaluation Group meeting to present comments.
Reviews appeal cases for sediment control and provides written comments to Planning and Zoning.
Reviews forest harvest plans for compliance with the Forest Conservation Act.
Prepares updates for the County’s Erosion and Sediment Control Ordinance, Maryland Soil Erosion and Sediment Control Standard and Specifications for Forest Harvest Operations, and the County’s Soil Conservation Guidelines.
Arranges and operates the Pre-Construction Meeting Program, including the collection of fees, for the Maryland Department of the Environment (MDE).
Monitors developments regarding the Wetland Creation Program.
Logs in and reviews sludge applications.
Maintains an ongoing journal on the status of major sediment control plans.
Records the arrival, review and release of single lot sediment control plans.
Writes biweekly, monthly and quarterly progress reports.
Composes correspondence to surveyors, developers, contractors and citizens about revision to plans.
Maintains maintenance records and writes monthly reports to the Maryland Department of Agriculture on vehicle usage.
Conducts site visits to verify topography, site conditions and soil type.
Conducts site visits with citizens, surveyors, developers and contractors to check problems with erosion and answer questions about soil identification, plants and planting.
Conducts field surveys for conservation practices. Reduces survey notes and plots them to scale. Designs and drafts plans for ponds, waterways and diversions.
Supervises, inspects, surveys and lays-out construction projects done by the district.
Indirectly supervises seasonal interns and oversees engineering and CADD designs of site plans for construction.
Uses computer software program to determine water regimes.
Conducts final site visits to close out major grading projects.
Attends trainings to keep up to date with new regulations, laws and innovations within field.
Attends meetings for the District when the District Manager is unable to attend.
Works display booth at various community activities.
Provides outdoor environmental education to high school students.

Required Qualifications (Note: Any acceptable combination of education, training and relevant experience that provides the above knowledge, abilities and skills may be substituted on a full-time year for year basis.)
Training and/or Education:
Bachelor of Science in Engineering.
Completion of a two-year program in engineering technology.
Completion of erosion and sediment control training program.
Experience:
Five years in the engineering, erosion or sediment control, land surveying or construction field with strong background in hydrology and site design. Two years supervising field personnel.
Licenses or Certificates:
Valid driver's license
Professional Erosion and Sediment Control Certification
MDE Erosion and Sediment Control Certification
Special Requirements:
Operation of a County owned vehicle.
Physical Demands:
Requires long periods of standing, frequent walking indoors, repeated bending, crouching, stooping, stretching or reaching; recurring lifting of objects up to 49 pounds; operation of keyboard devices.
Unusual Demands:
Site work exposes worker to dirt and soil.
Work is subject to frequent interruptions and inflexible deadlines.
