The Safety and Compliance Specialist provides oversight for increasing safety and compliance at the landfill and all County customer convenience centers. The position manages projects related to safety improvements at the landfill and customer convenience centers, conducts site visits to identify potential risks and ensure regulatory compliance, and ensures the Division follows all relevant safety regulations. The Safety and Compliance Specialist tracks regulatory changes, maintains and updates Standard Operating Procedures, and promotes awareness of safety and compliance protocols to Division employees through training and informational materials. The position works with the Division Chief, Operations Supervisor, and Compactor Operations Supervisor to identify areas of concern, develop plans to address these issues and monitor progress over time. This position reports to the Solid Waste Division Chief. Essential Job FunctionsOversees projects related to safety improvements at the landfill and customer convenience centers. Justifies the need for each project, develops a scope of work, requests quotes, and communicates with vendors and/or other divisions involved. Ensures that the Division follows all relevant safety regulations. Develops and implements strategies to reduce or eliminate risk and increase efficiencies of operations. Creates Standard Operating Procedures related to the safety and compliance of the landfill and customer convenience center operations and keeps them up to date by tracking changes in the related legislation. Periodically visits customer convenience centers to identify potential risks. Periodically reviews existing practices to ensure they are relevant to current safety regulations. Develops suggestions on improving safety of operations at the landfill and customer convenience centers. Develops suggestions on strategic goals and progress measures related to safety and compliance. Creates, updates, and maintains an inventory of equipment used at the landfill and customer convenience centers; orders spare parts to ensure timely repairs and replacement; and maintains contact with vendors. Develops training and informational materials to promote safety awareness and disseminate them among different categories of Division employees. Assists the Division Chief, Operations Supervisor, and Compactor Operations Supervisor with investigating workplace accidents and complaints. Visit sites related to accidents and complaints, collects information, and completes the necessary forms. Other DutiesPerforms related work as required. Licenses or Certificates: Valid Class B commercial driver's license and a current Medical Examiner’s Certificate in accordance with Federal Regulations. Special Requirements: Operation of County-owned vehicle.Subject to alcohol and drug testing. Physical Demands: Requires collection of field samples, lifting 26 lbs., climbing ladders, and walking over rough terrain. Unusual Demands: Worker is exposed to dirt and soil and occasional hazards from the use of equipment, rain, cold, heat, snow, humidity, and dampness.
