The position of Water and Sewerage Division Chief is a critical role within our organization, serving as the visionary leader for the division in alignment with our overarching goals and mission. The Chief plays a pivotal role in fostering collaboration with the community and Developers to ensure the delivery of top-notch customer service. In this capacity, the Chief reviews engineering plans for both development initiatives and capital projects, ensuring they adhere to established standards and contribute to the sustainable growth of water and sewerage systems. A key responsibility involves the formulation and oversight of operation and capital budgets, reflecting a commitment to fiscal responsibility and strategic resource allocation.

Furthermore, the Water and Sewerage Division Chief takes charge of overseeing the efficient operation of 5 wastewater treatment plants, 19 drinking water systems, approximately 70 miles of sewer mains, and 60 miles of water mains. This encompasses a broad spectrum of responsibilities, from ensuring regulatory compliance to optimizing operational efficiency. The Chief is a linchpin in the seamless functioning of essential infrastructure, contributing significantly to the well-being of the community by safeguarding water quality, managing waste effectively, and upholding the highest standards of service delivery.

Performs environmental engineering/managerial work in directing the County’s water/wastewater programs. This work involves the management of County’s public water systems and wastewater facilities. Includes updating and drafting policies, procedures, and ordinances to remain current with development and environmental concerns.

Essential Job Functions

Plans, directs, organizes and coordinates programs related to the construction, maintenance, and operation of water/wastewater facilities within the County. Establishes and monitors controls to evaluate performance; takes appropriate actions to correct performance and to adjust programs to meet requirements.

Advises engineering consultants and contractors regarding design and contract projects.

Coordinates construction projects.

Responds to public inquiries and companies regarding water/wastewater operations.

Supervises positions and personnel to make best use of employees; interviews applicants and recommends and/or selects employees; develops employee’s capabilities; counsels employees and recommends disciplinary actions; enforces agency and County human resources policies and procedures.

Develops written policies, procedures and ordinances as they apply to public water and wastewater customers.

Develops business plans and initiates administrative actions required for operations including budget, fiscal, payroll, and personnel, purchasing and related actions.

Implements established goals and objectives in the organization; devises and implements work methods and procedures with good internal controls; reports on unit and programs progress and effectiveness.

Uses financial resources economically and efficiently; develops and administers budgets. Develops and maintains informational resources and safeguards their use. Procures, stores and distributes supplies and materials economically and efficiently. Ensures effective maintenance and operation of facilities and equipment.

Coordinates programs and activities with other units; reports delays and problems promptly and takes appropriate actions to maintain effective coordination of activities.

Prepares management reports; collects, analyzes and evaluates data and information and develops conclusions and recommendations thereon.

Communicates understanding and support of organization goals and program through actions and spoken and written words; interacts effectively with individuals and groups at all levels; maintains ties with external organizations; keeps all interested and involved parties informed of matters requiring their attention.

Conducts public hearings to determine water and sewer rates. Attends meetings and work sessions with County Commissioners and various professional and public interest groups.

Knowledge of ---

Principles and practices of civil engineering or environmental science as applied to the management of water/wastewater

Effective techniques of supervision.

Ability to –

Research and prepare written technical policies, procedures, and ordinances as they apply public water and wastewater customers.

Plan and direct county water/wastewater programs.

Manage a business plan with effective monitoring and internal controls.

Apply sound engineering and/or scientific judgment to resolve technical issues and problems.

Manage staff, daily operations, and policy development and implementation.

Establish and maintain effective working relationships with others encountered in the work.

Communicate effectively orally and in writing.

Deal effectively with the public.

Required Qualifications (Note: Any acceptable combination of education, training and relevant experience that provides the above knowledge, abilities and skills may be substituted on a full-time year for year basis.)

Training and/or Education:
Bachelor’s degree in engineering or environmental science.

Experience:
Six years of progressively responsible experience in water and sewer service management which must include considerable experience managing staff, daily operations, customer service and policy development and implementation.

Licenses or Certificates:
Valid driver’s license.

Special Requirements:
Operation of County owned vehicle.

Subject to background investigation.

Physical Demands:
Operation of keyboard devices.

Unusual Demands:
May be required to work beyond normal scheduled hours.

FLSA Status:
Exempt

Compensation Steps:
Grade 728: $52.88 - $60.68 per hour
