POSITION: Supervisor for School Construction
LOCATION: Central Office
POSITION SUMMARY:
This is professional facilities management work in the planning and construction of new school facilities as well as renovation, systemic improvements and sustainability improvements at school and district facilities. The work includes responsibility for serving as school system representative on design and construction projects, which involves coordinating architectural and engineering design services, managing development of and adherence to bid documents, inspecting contract construction work and performing related project management duties. The position also participates in general facilities management activities.
REPORTS TO: Director of Planning and Construction
EDUCATION, CERTIFICATION AND EXPERIENCE:
At the time of application, the candidate must hold or be eligible for:
- Bachelor’s degree in architecture, engineering, construction management, or environmental management preferred. Related years of experience considered.
- Four years of progressively responsible experience in the design and construction of school facility projects.
- Project management certification preferred.
KNOWLEDGE, ABILITIES AND SKILLS: These are pre-employment knowledge, abilities, and skills that apply to the Essential Job Functions. At the time of employment, the candidate must have:
- Knowledge of the theories, concepts, methods and techniques of architecture and/or engineering as applied to the design and construction of school facilities; of construction methods, procedures and practices.
- Knowledge of sustainability principles, management practices, and regulatory requirements related to new construction as well as systemic renovation projects in Maryland Public K-12 construction.
- Knowledge of contractual agreements and business obligations related to professional design services and construction services.
- Knowledge of standard bid drawings and specifications. Ability to develop front end bid documents related to project bidding.
- Familiar with the Interagency Commission on School Construction (IAC) and the Public-School Construction Program; working knowledge of State and Local regulations that impact Public School Construction in Maryland.
- Ability to perform professional construction project management work; to evaluate proposals and recommend appropriate action on architectural and engineering matters; to inspect contract construction work for compliance with plans and specifications.
- Ability to communicate effectively orally and in writing; to establish and maintain effective working relationships with others encountered in the work.
- Maintains regular and predictable attendance.
ESSENTIAL JOB FUNCTIONS, RESPONSIBILITIES, AND DUTIES:
Plans and carries out the following functions:
- Confers with architectural and engineering firms and in concert with facilities administration, participates in selecting firms for engagement and coordinates the services of such firms; coordinates the letting of bids for construction and serves as school system representative in managing construction projects; inspects contractor work for compliance with plans and specifications; approves progress payments and change orders; gathers and reviews project close-out documents; and participates in general facilities management activities of the department.
- Assists with development of the Capital Improvement Program by participating with stakeholders in assessing needs for new facilities, renovation, systemic renovation, and sustainability improvement projects. Prepares estimates, proposals and necessary local and state agency submission documents as required.
- Advises facilities administration and other parties regarding architectural and engineering design and construction matters.
- Coordinates project activities with architectural and engineering firms; holds and/or attends progress meetings; performs technical construction inspection work.
- Plans and uses resources economically; prepares cost estimates; recommends cost effective and sustainable design and construction approaches that comply with current regulations; monitors construction costs and ensures contractor work complies with plans and specifications.
- Coordinates, plans, and schedules with other units of the school system and with contractors; takes appropriate actions to maintain effective coordination in the event of delays and other problems; ensures that activities do not conflict with organization goals.
- Develops plans to meet unexpected situations, new developments and changes in programs; prepares for emergencies; understands the factors and conditions affecting programs and recommends appropriate responses when these change.
- Communicates understanding and support of organization goals and programs through actions and spoken and written words; interacts effectively with individuals and groups at all levels; maintains ties with external organizations involved in the work; keeps interested and involved parties informed of matters requiring their attention; represents the school system to contractors and design professionals.
- Participates in and leads teams, committees and task forces; presents proposals, provides comment and discussion regarding matters before such groups, and leads the group in completing its charge; presents and explains the findings, conclusions and recommendations of such work groups to appropriate parties.
- Manages the update and maintenance of departmental CAD as-built files.
- Participates in job related Professional Development, as required.
OTHER JOB DUTIES: Duties listed are not intended to be all inclusive nor limit duties that might reasonably be assigned. Performs related work as required or assigned by the Director of School Construction.
SPECIAL REQUIREMENTS: Position requires a valid driver’s license, satisfactory driving record, and successful annual completion of the CCPS Driver’s Safety course.
PHYSICAL DEMANDS: The work is performed in office and field environments and requires driving to, and walking in and around construction sites. The employee uses a keyboard to operate a laptop computer and routinely engages in work activities requiring normal or aided hearing and seeing, and the ability to detect odors.
UNUSUAL DEMANDS: The work presents hazards from working in and around construction sites, and work may be performed in inclement weather. May be required occasionally to work beyond normal scheduled hours and to attend evening and/or weekend activities.
FLSA STATUS: Exempt
TERMS OF EMPLOYMENT: Twelve (12) month position and salary commensurate with qualifications and experience applied in the Meet and Confer Administrators and Supervisors agreement. All employees are encouraged to have automatic payroll deposit.
EVALUATION: Performance will be evaluated in accordance with the policy on evaluation as established by the Calvert County Public Schools.
