Manager, Project HSE
The Site Safety Manager is responsible for the monitoring and the support of the site health and safety program. His/her primary responsibility will be to monitor the program effectiveness and together with Supervisors and Foreperson will monitor all areas to ensure compliance with government regulations, company and client policies and procedures. The Site Safety Professional will also be responsible for the reporting of all safety incidents/injuries and concerns of program compliance to the Site Safety Manager.
Basic Duties and Responsibilities:
The Site Safety Manager reports to the Site Manager.
The Site Safety Manager, as a member of the project’s management staff, shall:
Keep Supervisors and Foreperson apprised of any safety program changes.
Attend and conduct CAM Toolbox talk and provide topics.
Attend and participate in client pre job meetings and kickoffs as required.
Maintain records and compliance with site security protocols.
Provide HSE technical assistance to all craft employees and supervision when requested or as observed.
Support and interpret for alignment, the CAM and Client safe work practices and procedures.
Ensure all safety procedures are provided to Supervisors and Foreperson for review before new projects and turnarounds or as requested in a timely manner.
Assist and Audit Foreperson and Supervisors in developing safe plans of action (SPA) and job hazard analysis (JHA) for jobs as required.
Assist Supervisors and Foreperson in ensuring that all work is executed following the site safe work practices. (IE: safe work practice & procedures, audits, SOR’s, samplings, etc)
Create and sustain training program to communicate safety CAM and the client policies and procedures
Interface frequently with client safety department.
Conduct and create incident reports on all incident investigations that require such action as requested.
Follow up on safety-related issues as soon as possible and ensure that resolution is communicated to all key stakeholders.
Meet with the Project Supervisors to discuss any present or potential problems.
Conduct routine field inspections of the work area, reporting on and ensuring correction of all irregular or at-risk activities.
Facilitate needed medical clearance and annual drug testing.
Provide input to JHAs, and review and support controls to mitigate the risk.
Monitor and coach all subcontractors to ensure compliance with CAM and site HSE requirements.
Take immediate action on any imminent danger situations observed.
Ensure prompt and adequate treatment for injured employees and subcontractor personnel.
Monitor JHA quality and SOR findings to identify trends; create leading and lagging indicators to direct safety focus and safety sampling.
Instruct and coach personnel in identifying hazards and controls and the proper use of JHA/ SPAs
Observe craft work to ensure compliance with policies and procedures.
Monitor and ensure compliance to the Occupational Health and Safety Regulations, Act and Code.
Communicate and promote HSE excellence recognition programs.
Provide HSE evaluations on a yearly basis of craft employees and supervision when requested.
