More than half of our clients are immigrants and refugees from around the globe. Over 85% of our families are in living in poverty, reflecting the challenges faced by nearly 1.7 million New Yorkers today.

The Scattered Site Housing Program (SSHP) –provides 270 scattered site-housing units to HIV/AIDS Services Administration (HASA) clients. All the units are leased in the agency’s name. Sixty-seven units are dedicated for families and 203 units are for single individuals. The program has two components to assist clients succeed in housing, socials services and operations. Case management staff focusses on removing barriers to maintain medical care and achieve viral suppression by ensuring that all clients’ basic needs are met and that clients are connected to needed services, such as mental health and substance abuse. The operations component focuses on the housing units meeting habitability standards by working with landlords and management companies to address major repair issues and complete minor repairs, as well as identifying new units, negotiating leases and making units ready when there is a vacancy.

What The Program Manager Does

  • Make recommendations to the Program Director regarding organizational policies, procedures, and protocols.
  • Confer with the Program Director on programmatic and operational matters.
  • Confer with the appropriate Program Director and/or other CAMBA management/Executive Staff as needed regarding programmatic and personnel issues.
  • Clearly communicate both CAMBA’s and funders’ policies, requirements, guidelines, and program performance targets to staff.
  • Train staff in program responsibilities, processes, and procedures, and ensure that all staff meets contract requirements in their daily work.
  • Collaborate with staff to set realistic weekly and monthly performance targets in accordance with contract requirements.
  • Coordinate and supervise all day-to-day activities of direct reporting staff.
  • Conduct periodic internal file review and implement Quality Assurance measures as needed to ensure quality service delivery to clients.
  • Prepare contract reports and statistical information for both CAMBA management and funder use.
  • Complete program forms and reports for the agency’s finance, payroll and human resources departments as required.
  • Collaborate with staff on programmatic improvements.
  • Organize onsite and offsite training opportunities for professional development of staff.
  • Attend and represent the organization at staff, funder, and external agency meetings as required.
  • Review and sign time sheets.
  • Prepare performance appraisals for direct reporting staff.
  • Ensure that all direct and subordinate staff complies with CAMBA’s and funders’ polices and rules.
  • Ensure that any disciplinary action taken, regarding staff, follows CAMBA’s disciplinary policy and procedure.
  • Ensure that all goals, targets, and performance outcomes are met on a monthly/annual basis.
  • Develop and implement Quality Assurance measures to ensure quality service delivery to clients.
  • Ensure the accuracy and timeliness of all staff weekly/monthly/quarterly/semester/annual reports.
  • Review and submit monthly and/or annual reports to funders.
  • Analyze program and demographic data to make programmatic improvements.
  • Communicate with peers on issues related to client progress and best program practices.
  • Conduct regular staff meetings.
  • Immediately report to the appropriate Senior Vice-President/Executive Vice-President any: monitoring visits or funders’ events; significant events; any incident that might subject CAMBA to liability.
  • In consultation with CAMBA’s Human Resources Department and the Executive Vice President make firing recommendations.

Minimum Education/Experience Required

  • Master’s Degree in Social Work (LMSW) or Licensed Mental Health Counselor (LMHC) and at least two (2) years of experience overseeing supportive housing programs.

Other Requirements

  • Relevant experience as described above, preferably in a mid-sized (250 employees) organization.
  • Knowledge about, understanding of, and ability to work closely with persons Chronically Homeless, and or living with HIV/AIDS and related issues.
  • Familiarity with prevention services.
  • Excellent written & verbal communication, and interpersonal skills.
  • Computer literacy in Microsoft Office Suite products.
  • Clinical Licensure in Social Work (LCSW)
  • Bilingual in Spanish

Compensation: $85,000-$87,000 annually

When salary ranges are listed, the range would represent the low and high end for the applicable position & program. The salary offered would be based on various factors unique to each program and candidate. This includes but is not limited to experience, education, budget and/or program size, internal equity, skills and other factors that may be required for the position and organization.

Status: Full-time (35 hours per week)(Monday-Friday 9AM-5PM)
