Job Description

  • Provide leadership and oversight for the implementation and evaluation of Title III-funded initiatives, ensuring alignment with institutional goals.
  • Ensure compliance with all Title III regulations, including timely submission of financial and programmatic reports to federal and state agencies.
  • Coordinate and disseminate internal and external evaluations both formative and summative to all Institutional Aid Program activities funded at the institution.
  • Manage the day to operations of the department including supervision and evaluation of personnel.
  • Develop and maintain internal systems for monitoring project outcomes and fiscal management, ensuring adherence to grant guidelines.
  • Remain current about trends in higher education and federal/state regulations and best practices, ensuring that Title III programs remain compliant and relevant.
  • Develop and maintain a Title III Policy and Procedures Manual that embodies the requirements of program statutes, regulations, and policy statements.
  • Attend the Title III Project Director and relevant conference/professional development opportunities.
  • Work with faculty, staff, and institutional leaders to implement projects that strengthen academic support, improve support services, and enhance institutional effectiveness.
  • Oversee initiatives aimed at improving student retention, persistence, and graduation rates, with a focus on underrepresented and underserved populations.
  • Lead efforts to develop innovative academic support services, infrastructure improvements, and employee development opportunities.
  • Assist in the determination of institutional needs and program effectiveness in relation to the institution’s perception of its mission and program development.
  • Prepare and submit periodic status reports on all activities funded under the Institutional Aid Program.
  • Manage the Title III project budget, ensuring the effective and appropriate allocation of funds according to federal regulations and institutional priorities.
  • Track and report on expenditures, ensuring fiscal responsibility and alignment with grant objectives.
  • Work closely with the institution’s financial offices to ensure accurate budgeting, accounting, and reporting.
  • Under the leadership of the Executive Dean of Student Success and Retention, serve as the primary liaison between the institution and the U.S. Department of Education regarding Title III initiatives.
  • Collaborate with academic leaders, faculty, staff, and external partners to ensure that Title III programs are successfully implemented and sustained.
  • Participate in the development of institutional practices and procedures concerning the retention and graduation of program participants.
  • Engage with faculty and administrative staff to integrate Title III goals with the institution’s broader strategic planning efforts.
  • Collect, analyze, and interpret data to assess the impact of Title III-funded programs on student success, institutional performance, and financial stability.
  • Use data-driven insights to inform continuous improvement efforts and provide recommendations for program enhancements.
  • Provide leadership in the establishment of progress indicators and to establish means for monitoring the performance of each program.
  • Ensure that data collection methods meet federal reporting requirements and reflect the progress of Title III initiatives.
  • Collaborate with Institutional Research to ensure data is analyzed with a lens for continuous improvement.

Minimum Qualifications

  • Minimum Bachelor’s degree from an accredited institution.
  • Minimum three years of experience in higher education administration and/or project management and compliance reporting preferably with federal grant programs.
  • Demonstrated experience of grant development and administration.
  • Experience with working with students from underserved populations.
  • Strong leadership, organizational, presentation, and communication skills.
  • Ability to collaborate effectively with institutional and external constituents and stakeholders.
  • Knowledge of academic environments and principles of student development theory.
  • Proficiency in budget management, data analysis, and grant reporting.
  • Strong interpersonal, communication, and organizational skills.
  • Ability to work with students, faculty, staff, administration and outside agencies.
  • Self-motivation; accountable, and able to provide leadership.
  • Demonstrated ability to diagnose and develop solutions to complex problems required.
  • Excellent computer skills and technical expertise when managing projects and knowledge of Excel or statistical analysis software; and desire to learn new technologies.
  • Ability to multi-task effectively managing simultaneous projects while working in a high pressure, fast paced and frequently changing environment required.
