NATURE AND SCOPE OF JOB:

 

The Director of Finance is responsible for advising the Superintendent and Board of Trustees on all financial and budgetary matters, while managing the delivery of business services—including accounting, budgeting, grants management, print shop, information system and nutritional services. The Director of Finance ensures compliance with federal, state, and local regulations; provides strategic planning and financial analysis to support district initiatives, including bond and mill levy elections; represents the district in statewide finance committees; and serves as a key member of the Superintendent’s Cabinet to support the district’s mission and goals.

 

JOB FUNCTIONS

 

ESSENTIAL FUNCTIONS:

  1. Advises the Superintendent, Board of Trustees, and Cabinet on all financial and budgetary matters.
  2. Leads short- and long-term financial planning aligned with the district’s strategic goals.
  3. Oversees the development, implementation, and monitoring of annual budgets, capital budgets, and financial forecasts.

  4. Conducts financial analysis, research, and modeling to support sound decision-making, including bond and mill levy elections.

  5. Works with all business service functions including accounting and grants management.

  6. Oversees departments such as nutritional services, print shop and information systems, ensuring alignment with organizational objectives and legal compliance.

  7. Ensures compliance with federal, state, and local regulations and reporting requirements.

  8. Develops and enforces internal controls, financial policies, and standard operating procedures.

  9. Monitors financial operations and grant reporting to ensure accuracy and adherence to regulations.

  10. Reviews and responds to new legislation, updating district policies and practices accordingly.

  11. Directs the preparation of the district’s annual budget and Annual Comprehensive Financial Report (ACFR).

  12. Prepares budget calendar, allocations, summaries, amendments, and related public hearings for the purpose of providing fiscal information for the Superintendent and the Board of Trustees approval.

  13. Presents financial data and reports to the Board of Trustees and stakeholders in a clear, transparent manner.

  14. Analyzes financial information to identify trends, variances, and improvement opportunities.

  15. Supervises, evaluates, and supports business and finance department personnel.

  16. Oversees recruitment, professional development, and performance management to ensure effective department operations.

  17. Promotes a collaborative and accountable work culture.

  18. Serves as a point of contact between the district and internal/external stakeholders including schools, elected officials, auditors, agencies, and community groups.

  19. Participates in and leads committees and task forces addressing district finance and operations.

  20. Represents the district in statewide finance-related initiatives and committees.

  21. Leads special projects such as facility improvement plans and Enterprise Resource Planning (ERP) enhancements.

  22. Coordinates district-wide initiatives across departments to improve efficiency and support the strategic plan.

  23. Develops and delivers reports, presentations, and documentation to internal and external audiences.

  24. Responds to inquiries from staff, families, agencies, and the public, providing clear, accurate, and timely information.

  25. Presents the preliminary and annual budget to the board.

  26. Assist in the development of the district annual audit.

  27. Oversee the budget process for CCPRD and BOCHES Boards.

  28. Maintains confidentiality of sensitive personnel, student, and financial information.

  29. Manages insurance coverage and risk mitigation strategies to safeguard district assets.

  30. Will engage in the legislative process as requested.

Other Functions

  • Performs other related duties as assigned for the purpose of ensuring the efficient and effective functioning of the work unit.

JOB QUALIFICATIONS

 

KNOWLEDGE, SKILLS AND ABILITIES:

 

Knowledge

  • Deep understanding of public school finance systems, including local, state, and federal funding mechanisms.
  • Proficiency in Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB) guidelines, and financial reporting requirements.

  • Strong knowledge of applicable federal and state laws and regulations related to public

    finance and grants.

  • Understanding of school district operations, including facilities, transportation, nutrition

    services, and human resources as they relate to finance.

  • Familiarity with integrated financial systems and data reporting tools (e.g., Infinite Visions Tyler).

  • Knowledge of liability insurance, workers’ compensation, and strategies to mitigate

    financial and operational risks.

  • Understanding of restricted and unrestricted fund management, reporting requirements,

    and auditing procedures.

Skills 

  • Ability to analyze complex financial data and produce clear, accurate reports and forecasts.
  • Proven skills in team leadership, performance management, staff development, and fostering a culture of accountability.
  • Strong planning and organizational skills to align financial practices with district goals and long-term priorities.
  • Excellent verbal and written communication skills, including the ability to present financial information to non-financial audiences.
  • Ability to build effective relationships with stakeholders at all levels, including board members, staff, and community partners.
  • Strong critical thinking and problem-solving abilities to address complex financial or operational challenges
  • Skilled in financial software, Microsoft Excel, and presentation tools (e.g., PowerPoint, Google Workspace).

  • Ability to interpret and implement laws, policies, and contracts related to public education finance.
  • Exercise sound judgment and discretion in handling sensitive or confidential information.
  • Manage multiple priorities and projects under tight deadlines in a dynamic, fast-paced environment.

  • Demonstrate ethical behavior, transparency, and commitment to public service and
    student success.

Work Environment

  • Primarily works in a districe administrative office. 
  • Usually follows a standard weekday schedule (e.g., 7:00 a.m. – 4:00 p.m.), but may require extended hours, especially during budget season, audits, board meetings, or when preparing financial reports.
  • Attendance at Board of Education meetings, as requested.
  • Frequent collaboration with school principals, department heads, and administrative teams.
  • Occasional travel to state or national conferences, training sessions, or meetings with external agencies.
  • High-level collaboration with:

    o Superintendent and Cabinet members

    o School board trustees

    o Finance and operations staff

    o State and local officials

    o Auditors, consultants, and legal counse

  • Often serves as a key spokesperson on financial matters for the district.

  • Fast-paced and deadline-driven, especially during:

    o Budget development

    o Financial reporting periods

    o State/federal funding cycles

  • Requires discretion and confidentiality, particularly when dealing with contracts, personnel, or legal issues.

  • Involves strategic planning and long-term decision-making aligned with the district’s educational goals.
  • Heavy use of financial management systems (e.g., ERP), spreadsheets, and data analysis tools.
  • Utilizes presentation and communication platforms for internal and public reporting.

EXPERIENCE: Job releated experience with increasing levels of responsibility is required along with experience in managing staff.

 

EDUCATION: Bachelor’s Degree in related field required, Master’s Degree Preferred

 

Certificates and Licenses: Valid driver's license and evidence of insurability

 

 

 

Salary : $85,860 - $155,073
