Job Summary:
This position reports to the Director of Facilities, Maintenance and is considered is a leadership role responsible for technical and administrative functions to ensure all Port Canaveral landside and waterside real estate owned by or for which the Port is otherwise held responsible for, is maintained at the highest level at all times to ensure effective operation, maintenance, safety and pleasure for all Port Canaveral stakeholders.
The manager will be primarily responsible for all areas of maintenance, repair and renovation of Port real estate assets and major repairs, renovations and other improvements as needed and in conjunction with the Capital Projects Manager.
This position also has a significant responsibility to build effective relationships with all stakeholders; to collaborate and effectively work with all customers (such as cruise lines and cove tenants), vendors and service providers to meet the joint needs of our partners and the Port Canaveral’s high standards of excellence. The Facilities Manager directs the team under their responsibility to ensure that these clients are services efficiently and effectively.
Other responsibilities include oversight of custodial services, plant operations, construction, maintenance and repairs, engineering, and grounds keeping.
Essential Functions:
- Plan, direct and manage efficient maintenance operations, including building maintenance, pier and wharf maintenance, grounds maintenance, shop operations, gangway maintenance, HVAC, automation systems, electrical systems, carpentry, hardware, and support services.
- Effectively institute and manage a system-wide CMMS program for the Port. Assure that this program in current and accurate and used by all applicable staff and crew.
- Prepare and monitor annual department budget, including operating and smaller maintenance or operations related capitol budgets, to ensure funds allocated are effectively utilized.
- Plan, direct and coordinate effective programs for energy conservation, utility management, health and safety, and disaster preparedness.
- Interpret and ensure compliance with applicable codes, rules and regulations.
- Provide timely and accurate written and oral reports as required by the Port.
- Develop and implement annual operational plan.
- Implement and preserve sound maintenance practices for equipment and facilities through preventative maintenance programs and procedures.
- Develop and maintain effective working relationships with all Port Departments and business sectors – internal and external.
- Participate in the planning and development of new facilities, renovations and infrastructure projects.
- Develop and coordinate the Port standards (such as quantity, quality and service) required for purchasing equipment, supplies and materials.
- Manage the performance of outside contractors performing maintenance work to ensure successful completion of projects.
- Ensure areas of responsibility operate effectively within the policies and procedures of the Canaveral Port Authority.
- Coordinate with Environmental Health and Public Safety offices with regard to hazardous waste control, building codes and safety regulations.
- Keep abreast of latest technical developments in work methods, materials and equipment as related to facilities maintenance.
- Responsible for the supervision, training, recruitment, evaluation, development and discipline of personnel assigned to department employees in accordance with negotiated agreements, applicable state and federal laws and Port policies and procedures.
- Ability to work non-standard hours including evenings and weekends as well as on-call for emergency situations.
- Directs, coordinates and supervises assigned departmental functions.
- Provides support in the development of short- and long-range planning activities.
- Prepares weekly, monthly, quarterly and annual reports as needed.
- Attends meetings and sits on various committees as assigned.
- Reviews reports, scheduling, training, and oversees the maintenance and care of all department equipment.

- During emergency conditions, all CPA employees are automatically considered essential employees and may be subject to recall. These events may include, but are not limited to, natural, man-made, or public health emergencies. Employees may be expected to perform emergency and/or recovery operations outside of their normal assigned responsibilities and routine working hours.
Minimum Qualifications:
- Bachelor’s degree in Operations management, Facilities management or general management or closely related field or the equivalent of education and experience.
- Seven to ten years of verifiable managerial/supervisory experience in the facilities management field, preferably in a Port or campus-wide, guest or customer-oriented setting.
- Demonstrated experience of a CMMS program in a like environment.
- Strong organizational and management skills. Familiar with cost accounting and budgeting.
- Thorough understanding of all aspects of plant management in an institutional environment or large organization.
Licenses / Certification Required:
- Possess a valid Florida Driver’s License or the ability to obtain one within 30 days
- Able to secure a Transportation Worker Identification Credential (TWIC)
Physical Requirement:
- Must be able to pass a pre-employment physical
- This is a safety sensitive position
- Requires sufficient ambulatory ability to inspect premises, including some ability to bend, stoop, and walk in confined areas. Physical agility required for climbing ladders, stairways and narrow walkways.
- Requires keen audio visual perception.
- Sufficient auditory ability to carry on conversations in person and over the phone and make presentations to large audiences.
- Sufficient visual acuity to read detailed drawings, recognizing words and numbers.
- Ability to operate standard vehicles and office equipment to include telephone, computer, fax, copy machine, etc.
Environmental Requirements:
- Ability to work outdoors for extended periods in varying temperatures and weather conditions.
