Job Description:
Program Administrator
The Program Administrator is primarily responsible for assisting Program Director in program management, TBRI initiatives, oversight of records and reporting requirements, coordinating program and recreational supports, and improving long-term youth outcomes. Professional responsibilities include the following:
1. Provide oversight of records management to support program and agency requirements
2. Monitor program needs and provide oversight of accurate documentation, reporting, and security of records; ensure compilation of accurate monthly program data and youth statistics
3. Assist Program Director with youth referrals, admission, welcome interviews and records
4. Assist Program Director with referrals as needed and facilitate timely response regarding placement potential to DCFS when Director is not available
5. Maintain working knowledge of Bureau of Licensing regulations and accreditation
standards to ensure agency compliance; assist with quarterly audit of youth records
6. Verify and coordinate timely facility inspections, fire drills, licensing needs, monthly youth records review, program files, and safety meetings; ensure implementation of all safety standards and recommendations for optimal program management
7. Complete weekly and monthly facility inspections; communicate required repairs and physical plant needs to the Program Director and assist with responsibilities needed to ensure a safe, clean and organized environment for employees and youth
8. Ensure monthly reporting forms and documents for youth records are printed and distributed in timely manner to provide Youth Care Workers with current documentation needs
9. Assist Program Director with implementation of program services as requested; provide support in records management and completion of initial drafts of reports
10. Assist with preparations and performance to meet licensing and accreditation guidelines
11. Assist with compiling youth reporting information, complete draft document of Discharge Summaries within 4 days and consult with Program Director for specific aftercare recommendations and transition plans; submit to Program Director for final review
12. Monitor Facebook Page and supportive communication with former residents
13. Assist YES with monthly aftercare contacts with youth as needed to maintain outcomes
14. Collaborate with Site Coordinator for physical plant maintenance needs; ensure routine maintenance and repair needs are met. Consult as needed.
15. Assist Program Director with Analysis of Events and Debriefings and support interventions
16. Exhibit use of TBRI Interventions and monitor levels of relational support to include levels of playful engagement, structured engagement, calming engagement and finally protective engagement when required. Always return to playful engagement responses after emotional or behavioral crisis and let a problem event be “over” so a youth still feels connected
17. Be intentional in building connections and engaging in activities with youth in milieu and in community. Consult with therapist and show support to improve their treatment outcomes.
18. Collaborate with Program Director on TBRI techniques and model for staff; collaborate with TBRI Coach and Personnel Director to support active use of TBRI on the milieu
19. Assist with oversight of Recreational program and activities to ensure youth have access to quality recreational outlets and develop healthy social skills
20. Assist Program Director in leading staff meetings; participate in treatment plan reviews, FPTs, and staff training in compliance with licensing guidelines and accreditation standards.
21. Update QRTP Team Meeting sheets with current diagnosis and ensure documentation of Family Permanency Teams as they change to ensure accurate up to date information
22. Gather monthly reimbursement forms for individual youth for DCFS; track, monitor, and submit receipts and mileage to Financial Manager for all out-of-town travel for youth
23. Track and write monthly Thankyou letters to individuals for donations of goods and services given to residential treatment program; obtain signature from Program Director
24. Serve as Chair of Program Administration for accreditation; maintain standards
25. Record Program Indicators, Outputs and Outcomes and implementing PQI recommendations to support quality assurance, best practice standards and accurate records
26. Assist Program Director with review of Quarterly Incident Reports for licensing
27. Provide professional services, counseling, and crisis intervention at unusual hours; serve on
weekly rotation as on-call administrative staff.
28. Assist the Program Director and Chief Executive Officer with responsibilities necessary to ensure optimal agency management; report to Program Director
29. Role model mature, empathetic, and responsible behavior in demonstrating
appropriate social and emotional development for residents.
30. Maintain personal and professional development; attend seminars and trainings
to enhance professional knowledge, review current therapeutic training programs and
maintain best practice in Trust Based Relational Interventions

Pay: $34,000.00 - $44,000.00 per year
