Learning and Educational Grants

This position is for the 2025-26 school year, and will begin on July 1, 2025
Job Summary:
The Federal Programs’ Specialist: Extended Learning and Educational Grants plays a crucial role in enhancing student success through two primary functions:
1. Oversight of Extended Learning Opportunities:
- Develop, implement, and manage Title I Extended Learning Programs in the Title 1 schools
- Support Title I and Community School initiatives
- Foster collaborations with schools and community partners to create comprehensive learning experiences
- Ensure compliance with federal, state, and local grant requirements
- Provide systemic support to maximize program effectiveness
2. Seeking and Securing Additional Grant Opportunities:
- Identify new funding sources for programs supporting at-risk students
- Write and submit compelling grant proposals
- Manage grant application processes
This specialist is instrumental in expanding educational opportunities beyond the traditional school day. Through effective program oversight and proactive grant acquisition, the role contributes significantly to improved student achievement and future success.
Key Responsibilities:
1. Extended Learning Opportunities Oversight:
- Design and implement Title I extended learning programs (i.e. after-school, summer school, interventions)
- Align initiatives with Title I requirements and Community School model objectives
- Develop curriculum and instructional strategies that complement regular classroom instruction
- Coordinate with school administrators for effective program delivery
- Monitor program quality and student progress to make data-driven adjustments
- Develop and maintain community partnerships to enhance learning opportunities
- Facilitate regular meetings with school administrators and staff
- Recruit, hire, and provide ongoing professional development for staff
- Ensure staff training in Title I requirements and strategies for at-risk students
2. Grant Seeking and Securing:
- Research and identify grant opportunities for the department that align with district needs/goals
- Develop and write proposals for funding programs supporting at-risk students
- Manage the grant application process, including data gathering and documentation
- Collaborate with department personnel on proposed program
3. Program Evaluation and Reporting:
- Develop and implement tools to assess program effectiveness
- Identify and procure appropriate instructional materials and resources
- Analyze data to measure impact on student achievement and college/career raadiness
- Manage data collection from schools, including evaluation tools and surveys
- Collaborate with FSP director to prepare comprehensive reports
- Use evaluation results to inform program improvements and future grant applications
4. Budget Management:
- Oversee budgets for extended learning programs and new grants
- Ensure efficient and appropriate use of grant funds
- Collaborate with finance department on accurate record-keeping
5. Stakeholder Communication:
- Liaise between district, schools, community partners, and funding agencies
- Participate in Utah Afterschool Network and support UAN certification activities
- Communicate program outcomes and grant opportunities to stakeholders
- Advocate for extended learning and support programs for at-risk students
6. Strategic Planning and Professional Development:
- Identify programming gaps and develop plans to address needs
- Align initiatives with overall district goals and objectives
- Stay current with best practices in extended learning and grant management
- Attend relevant conferences and workshops
- Share insights and train staff on effective program implementation
Predictable and reliable attendance
During times of state or district emergency, all employees may be required to perform additional duties that are not required on a normal basis in support of educational and operational priorities. e.g. Performs general cleaning and sanitizing of work areas, provides remote assistance to students and staff, and any other reasonable duty as needed.

QUALIFICATION REQUIREMENTS
Education and Experience:
- Bachelor's degree in Education, Public Administration, Social Work, or related field (Master's degree preferred)
- Successful experience working with children as a coach, counselor, or teacher
- Prior experience working with at-risk students, families, and communities preferred
Knowledge and Skills:
- Understanding of federal and state education laws, regulations, and grant programs (e.g., Title I, II, III, VI)
- Familiarity with research-based interventions/instructional strategies for at-risk students
- Demonstrated skill in teaching and facilitating adult learning
- Excellent organizational, analytical, and problem-solving skills
- Strong written and verbal communication skills
- Proficiency in Google, Microsoft Word, and Excel
Personal Qualities:
- Ability to take initiative and work efficiently with minimal oversight
- Capacity to work collaboratively and individually on assigned tasks
- Willingness to continually learn new information and develop new skills
- Commitment to implementing evidence-based programs and developing sustainability of the Community Schools model
- Must be fingerprinted and clear a criminal background check
- Ability to maintain confidentiality of sensitive information
- Ability to meet deadlines and complete assignments on time
NOTE: The Administration reserves the right to require specific training for this position. However, depending upon the type and quality of prior work experience and availability of formal training programs, some exchanges can be made between training and experience.
