Position Description
The Chair of Public Safety will plan and manage the activities of the Public Safety department with a positive and future-forward approach. They will collaborate with industry partners, secondary schools, CFCC faculty, and the Vice President of Economic & Workforce Development in planning processes, including but not limited to: course scheduling, innovative and balanced program offerings, strategic planning, and curriculum assessment and modification. Additionally, they will ensure compliance, coordination, and accurate reporting with all public safety program agencies and accrediting bodies. The Chair will manage Program Director duties and relations, coordinate activities with other college programs, departments, campuses, and outside agencies. The Chair of Public will coordinate with outside agencies, and provide training to staff on compliance matters. Overall, the Chair will ensure operational compliance with local, state, and federal laws and third party regulations governing Public Safety programs.
This is a 12-month staff position that accrues leave. Annual employment dates will be from July 1st-June 30th. Chairs are expected to be on campus five days a week for a minimum of 40 hours, scheduled to ensure appropriate availability for faculty and students. Additional hours on or off campus will be required for special events.
This position is based on the North campus; the Chair is expected to regularly visit all campus sites to exercise effective supervision of and coordination with faculty.
SUPERVISION RECEIVED AND EXERCISED:
- Receives general supervision from the Vice President, Economic & Workforce Development.
- Exercises direct and indirect supervision over program directors, instructors, and support personnel.
Duties & Responsibilities (Essential Functions)
- Market and recruit for assigned programs; recruit CCP and prospective high school students; contribute to marketing materials for internal and external purposes; represent the programs and the college at professional organizations and conferences; make presentations to internal and external groups
- Effectively evaluate Program Director performance
- Contribute to selection of appropriate faculty for special projects and varied instructional methods
- Assist Program Directors with recruiting and interviewing full-time and adjunct faculty; help orient new faculty
- In coordination with Program Directors, schedule classes for assigned programs; assign full-time and part-time teaching schedules; coordinate class cancellations, additions, and changes; make recommendations to the Vice President, Economic & Workforce Development
- Oversee posting of accurate documentation such as syllabi, course objectives, and faculty schedules
- Coordinate accurate and timely completion of class records such as attendance, grades, and make-up documentation
- Coordinate textbook selection, supplementary instructional materials, and changes in curriculum
- Mediate student and faculty concerns, including, but not limited to, grade appeals and behavioral intervention
- Supervise lab facilities and classrooms for proper use; coordinate supply and equipment needs and orders; oversee safety documentation, OSHA compliance and annual HAZMAT inventories.
- Attend division, chair, and committee meetings as requested; accurately and consistently communicate needed information to faculty
- Prepare annual and mid-year budgets for each program. Perform other duties as assigned, including but not limited to serving on committees and participating in professional development.
- Have knowledge of accreditation elements such as Program and Student Learning Outcomes
- Effectively evaluate and support all direct reports and others as needed.
- Chairs will teach one course in their discipline each fall and spring in varied delivery modalities. This is to ensure the understanding of the evolution of teaching, their discipline knowledge, and to model best practices in college instruction.
- Facilitate the review, collection and labeling of accreditation materials, properly enforcing college policies, and developing and implementing effective program and discipline recruitment initiatives.
- Coordinate assigned recruitment activities with the Dean, Enrollment Services and other stakeholders; identify faculty to assist in these efforts
- Contribute to social media outreach and webpage management needs
- Collaborate with other college areas, including but not limited to student services, continuing education and community enrichment to enhance student learning and support retention and completion efforts
- Assist the Vice President, Economic & Workforce Development in developing, planning, implementing, and administering improvement goals and objectives at the course, program and department level
- In coordination with Program Directors identify qualified individuals willing to serve on advisory committees and make recommendations to the Vice President, Economic & Workforce Development
- Work with industry partners, Program Directors, and faculty to ensure our programs are teaching the most up to date techniques and the latest industry trends
- Perform other related duties and responsibilities as assigned
Qualifications
- Organizational and management practices as applied to the planning, analysis and evaluation of programs, policies and operational needs
- Principles of supervision, training and performance evaluation
- Federal, state, and local laws and third party regulations related to the discipline and safety protocols
- Multiple methods of instructional delivery
- Current trends in the field as well as community college instructional practices
- Analyze problems; identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.
- Select, supervise, train, motivate and evaluate assigned staff.
- Prepare and analyze administrative and statistical reports, statements, and correspondence.
- Utilize digital platforms such as Ellucian Colleague, Informer, Ad Astra, and Acalog, to increase divisional productivity.
- Maintain working knowledge of college’s LMS.
- Establish and maintain cooperative working relationships with those contacted in the course of work.
- Interpret and apply CFCC goals, objectives, policies, procedures, rules, and regulations.

EXPERIENCE AND TRAINING GUIDELINES:
Minimum Education:
- Associates of Applied Science degree in a Career and Technical field from an accredited college or university with the ability to teach at least one course per semester in the Public Safety department.
OR
- Diploma in a Career & Technical field from an accredited college or university with the ability to teach at least one course per fall and spring semester in any Public Safety department Diploma program and at least 10 years of work experience in their respective field is required.
Minimum Training & Experience:
- 3 – 5 years Supervisory or managerial experience in a post-secondary education setting
- 3 – 5 years experience in a public safety role such as law enforcement, firefighting, emergency management, or similar fields
- 3 – 5 years teaching experience
- Experience working with state, local, and federal agencies including accrediting bodies and compliance agencies
Bachelor’s degree in a Career and Technical field from an accredited college or university with the ability to teach at least one course per semester in the Public Safety Department.
- At least one-year teaching experience
- Administrative/supervisory/coordination experience in a post-secondary educational setting, with demonstrated managerial abilities.
