DEFINITIONThe Upward Bound and Career Academy Director maintains oversight of both pre-college programs, cultivating services for middle and high school learners. Upward Bound (UB) is a federally funded TRIO grant with the purpose to identify, select, and assist underserved Pender County high school students preparing for college. The Career Academy is a state-funded grant program, serving middle school students in New Hanover and Pender County Schools with learning about different careers and identifying community college programs that enable students to achieve these goals. The Director will hire, develop, and supervise staff, while serving as a model through active, hands-on program participation. This includes planning, accompanying, and supervising students during Saturday Sessions, test-prep sessions, interactive middle school presentations, on college visits and cultural enrichment trips, including overnight and out-of-state/in-state trips; staying current on best practices in the field through attendance at meetings, conferences and seminars (state, local and national, including overnight stays) related to programs mission and goals (up to approximately 20 days annually). In addition, the Director will take the lead on planning and organizing the annual summer Upward Bound and Career Academy camps. Programming will be designed to promote college and career opportunities. The Director will be responsible for monitoring and managing both the Upward Bound and Career Academy budgets. In conjunction with program staff, the Director will document and monitor the progress of students to meet annual reporting requirements. The Director will maintain knowledge of and adhere to local board of education rules, federal grant guidelines, and college policies. Requires day and evening hours as well as regular travel with students; college committee assignments; professional development; and other activities. The position is grant-funded and subject to the availability of grant funds. SUPERVISION RECEIVED AND EXERCISED Receives general supervision from the Dean of Advising and Educational Partnerships.Exercises direct and indirect supervision over all Upward Bound and Career Academy professional staff as well as faculty, chaperones, volunteers, tutors, bus drivers, and related positions.

ESSENTIAL AND OTHER IMPORTANT FUNCTION STATEMENTS--Essential and other important responsibilities and duties may include, but are not limited to, the following: Essential Functions: Serve as the primary lead for the Career Academy and Upward Bound program. Oversee the design, management, operation, and promotion of both programs, including marketing, recruiting, processing applications, and training of staff and faculty.Develop and implement a comprehensive Upward Bound program designed to support the academic achievement and college enrollment of participating students, including Saturday and after-school activities during the academic year and 6-week programs during the summer.Cultivate programs and services for the middle school learner through Career Academy, so that the individual can become informed and choose an appropriate career path throughout the academic year and during the 4-week summer program. Work collaboratively with New Hanover and Pender County Schools partners to effectively implement programming.Collaborate with the Academic Division deans and program directors, as well as Student Services staff, to design, implement, and institutionalize new practices and improvements according to the projects’ schedule.Ensure that activities and services are provided according to the legislation and regulations of the U.S. Department of Education, grants’ narratives, and state guidelines, which will lead to meeting program objectives.Collaborate with Marketing & Communications department to develop public relations materials, media information, and website updates for distribution.Disseminate program information to the campus community, faculty, staff and students and serve as a spokesperson for the program.Manage program budgets and authorize the commitment or expenditure of all program funds in accordance with the regulations of the U.S. Department of Education and the State of North Carolina and the policies of Cape Fear Community College.Supervise staff in the academic, personal, college, and career advising to participants.Maintain accurate records of students' eligibility, participation, and academic progress.Participate in institutional, state, regional, and national higher education and TRIO organizations, conferences, and trainings.Maintain records and files as required by the Department of Education.Hire, supervise, and evaluate Upward Bound and Career Academy program staff.Develop and provide training opportunities for staff.Provide presentations regarding the program to selected classes, student organizations and parent and community organizations.Participate in the recruitment and selection of Upward Bound and Career Academy students.Develop strong working relationships with students, staff, and parents at the designated middle and high schools.Coordinate with CFCC faculty and staff to offer campus and various program visits.Supervise the maintenance of accurate data to generate required reports and to evaluate the performance of participants to meet program goals.
