Job Summary
Incumbents in this position is responsible for ensuring the production of safe drinking water to customers. The incumbent monitors and operates the various functions of the water treatment plant they are assigned to. Incumbents will be assigned a level in the Step Program based on their certification. This position is assigned to a Step Program in pay grade G15.
Essential Job Functions
ESSENTIAL JOB FUNCTIONS - All Locations
- Maintains and adjusts chemical feed rates to ensure proper water quality.
- Controls plant flow rates to maintain adequate water supply if assigned to one of the plants.
- Regulates plant discharge flows that provide the required pressure and tank levels in the distribution system.
- Monitors and maintains water quality at plants or fields by performing inspections of plant facility equipment, collecting samples, performing routine laboratory tests, compiling and interpreting readings, calculating flow rates, adjusting valves and chemical feed systems, and adjusting chemical feed rate as necessary.
- Chemical inventory control including ordering, receipt of delivery, transfer from bulk storage to day tanks and chemical feed pumps, and maintenance on chemical feed systems.
- Completes reports and logs of various data on quality, quantity, and operational needs.
- Performs maintenance and calibration on lab instruments and online metering equipment.
- Cross-references lab test results and ensures that online instrumentation is calibrated and transmitting accurate readings to the SCADA system.
- Works with maintenance personnel to assist in diagnosing and repairing of equipment.
- Monitors plant security utilizing perimeter cameras and controls access to the facility.
- Monitors and maintains plant site safety requirements according to all applicable CFPUA, State and Federal regulations.
- Performs assigned functions as an Essential Employee Personnel (EEP) member.
- Performs other duties as assigned.
ESSENTIAL JOB FUNCTIONS - Surface Water
- Operates valves, gates, pumps, motors, and generators for controlling treatment processes; performs routing checks on valves, feeders, and related equipment and facilities.
- Monitors the facility chemical treatment process including changing pumps to adjust chemical levels and verifying changes.
- Ensures proper operation and cleaning of filters by monitoring filter run-time, head loss, and efficient flow and turbidities.
- Backwashes filters to remain compliant with filter effluent turbidity rules.
- Monitors residuals processing facility and NPDES discharge for compliance and sludge pumping scheduling.
ESSENTIAL JOB FUNCTIONS - Ground Water and Wells
- Removal and replacement of pre-treatment raw water filters and chemical cleaning of Reverse Osmosis (RO) membrane elements.
- Ensures proper operation of Reverse Osmosis (RO) elements by monitoring system pressure, permeate and concentrate flow rates, VFD pump speed and re-treatment raw water filter pressure.
- Operates various types of wells including treated wells, raw wells, and ASR wells.
In the event of an emergency, all employees are considered essential personnel and may be required to perform alternate duties.
Education, Experience, and Other Requirements
QUALIFICATIONS
Education and Experience:
- High School diploma or GED is required.
- One (1) years of water treatment experience or any related work field.
- Possession of or ability to readily obtain a valid State of North Carolina drivers license. A State of North Carolina CDL with Hazmat and Tanker Endorsements are preferred for position assigned to the Fields division.

- Level 1 - C Well
- Level 2 - B Well
- Level 3 - A Well
- North Carolina Grade C or higher Distribution Operators license is preferred.
