Job Summary
The Workforce Development Manager plans, develops, implements and administers development and training programs for CFPUA employees. This position reports to the Human Resources Director. This position is assigned to pay grade R34.
Essential Job Functions
- Works with leadership to deliver CFPUA's long-term Training and Development needs by developing policies, programs, and activities.
- Designs, facilitates, and executes a continuous multi-year business strategy that supports a high functioning culture.
- Provides strategic oversight and execution of organizational initiatives and process, including talent planning, education/training programs, and succession planning.
- Advises Department Heads regarding individual departmental technical training programs focused on specialized job-related training, which includes short term workshops, seminars, and conferences which are designed to update job skills or provide Continuing Education Credit or Professional Development Hours for certifications or licensures.
- Oversees needs assessment for training and staff development to enhance the effectiveness of employee performance in achieving the goals and objectives of CFPUA.
- Develops and implements recruiting and hiring strategies to attract employees from diverse and highly talented backgrounds.
- Works to improve the hiring, promotion and performance evaluation processes.
- Facilitates the development and implementation of employee performance measurements to gauge the success of Training and Development.
- Creates change management strategies and implements with new initiatives.
- Integrates leadership competencies into CFPUA systems related to organizational development to ensure consistency.
- Manages Authority-wide budgets related to areas of Training and Development.
- Advises on the structure of individual departmental budgets for technical training programs.
- Assists with facilitation and coaching to leaders regarding Training and Development methods and tools.
- Partners with educational institutions such as community colleges and universities, professional development organizations, and executive coaches to promote an educated, trained and well-prepared workforce.
- This position is a member of the organization management team and is responsible for demonstrating and holding others accountable to the CFPUA values.
- This position is required to work in partnership with their own department and all other CFPUA departments toward achieving organizational goals.
- This position is responsible for creating a culture of belonging and inclusion.
- This position works in partnership with the Human Resources department to ensure staff completes all relevant employment training.
- This position is responsible for ensuring compliance with all CFPUA policies and procedures.
- This position works in partnership with the Human Resources department to ensure compliance with federal and state employment law.
- Exercises a purchasing authority up to $1,000 without approval from supervisor.
- Performs other related job duties as assigned.
In the event of an emergency, all employees are considered essential personnel and may be required to perform alternate duties.
Education, Experience, and Other Requirements
- Bachelor?s degree in human resources, organization development, organizational psychology, business administration, public administration, or related course study.
- Minimum of five (5) years of professional work experience in human resources that includes 3 years of experience in Organizational Development.
- Certified Facilitator preferred
- Certified in administering and interpreting psychometrically validated personality assessments or inventories such as EQi, DiSC, Meyers Briggs, etc. preferred
- Prior experience developing and/or teaching leadership, management and supervisory courses, including individual, team and organization development theory, team dynamics models, and generally accepted communication models such as situational leadership and crucial conversation, etc.
- SHRM/PHR Certified Professional, PSHRA Certified Professional or Certified Profession in Talent Development certifications.
- Possession of or ability to readily obtain a valid State of North Carolina driver's license.
