Construction Surveillance Technician (CST) Job Description
1. Monitor the activities of all personnel on the SCS at all times.
2. Document the construction activities of all persons on the SCS.
3. Document all security incidents that occur on the SCS.
4. IAW the CSP, perform in-depth inspections of construction materials, tools, and equipment
prior to and after their use/installation ensuing all items are free of tampering and identifying all anomalies.
5. Material inspections will include use of specialized equipment including the Non-Linear
Junction Detector, Spectrum Analyzer, and Portable X-Ray machine.
6. Contractor must provide personnel trained in the use of Technical Surveillance Counter-
Measures (TSCM) equipment to effectively utilize such equipment during material inspections.
7. All materials inspections will be done at the direction of the SSM.
8. Identify anomalies and variances in finished construction work against the official project
construction plans.
9. Perform close-in/seal-in inspections in accordance with the CSP, SSM, and SSC direction
10. Perform access control functions, including personnel and bag searches, preventing the
entry of unauthorized persons, materials, and equipment.
11. Carry out opening and closing procedures of the SCS each day as directed by the SSM.
12. Operations may include 24/7/365 operations. Hours and shifts are subject to change due to the need to meet mission requirements.
13. Willing to work at multiple locations within the National Capital Region.
Job Requirements:
Construction Surveillance Technician (CST) Required Qualifications/Experience
1. Active, TS/SCI security clearance, and either have a current CI Polygraph, or willing to take a CI polygraph, prior to employment.
2. Must have a minimum of five (5) years of construction experience or equivalent experience such as Security experience. Security experience must be a minimum of two (2) years of construction experience directly related to SCIF construction or physical security.
3. Knowledgeable of and demonstrates ability to apply sixteen (16) standard division of construction.
4. Must hold a valid certificate for the successful completion of a forty (40) Hour or greater CST Training Course.
5. Must be able to perform the following physical activity for expensive periods of time. Physical activity includes stand, sit, bend, walk, kneel, and other related physical activities
6. Knowledgeable of and demonstrates ability to apply Intelligence Community (IC) and Department of Defense (DoD) classification guidelines and procedures covered by ICD/ICS-705.
7. Have experience working within the construction trades (electrician, plumber, carpenter, (etc.).
8. Must be flexible and willing to work at multiple work sites within the National Capital Region (NCR).
