What are the responsibilities and job description for the Housing Program Manager (PSH) position at Capital Area Housing Partnership?
Position Summary: CAHP's Building Capital team comprises certified housing counselors delivering supportive service, housing and financial counseling services to hundreds of mid-Michigan residents annually. We are a HUD-approved Local Housing Counseling Agency empowering our neighbors to make informed decisions that lead to a sustainable and prosperous quality of life by offering individualized counseling and educational classes. As an essential team member, you will become equipped to provide tailored guidance to families and individuals throughout their journey of achieving life, housing and financial stability. The position requires you to achieve HUD certification through training and support sponsored by CAHP. Finally, you will work collaboratively to assess prospective opportunities that scale our programs and services for our neighbors throughout mid-Michigan.
Essential Duties and Responsibilities:
· Oversee and provide case management services for residents including assessments, service plan development, workshop schedules, and development of community supportive connections.
· Manage and monitor contract changes, write specifications, scope of work, and obtain approvals as necessary from all required participants.
· Manage timeline of all projects such that completion is achieved in a timely manner.
· Prepare and submit reports to supervisor on quarterly basis for all staff services for entire department of PSH. Use this data to analyze strengths and areas of growth.
· Supervise case management staff for PSH programs: train new staff, ensure timely data entry (case notes and staff activity logs), provide guidance for connection to appropriate resources, provide inventory management, and replenishment of program supplies.
· Maintain/Modify General Requirements for Program as needed to clearly outline, and document program materials.
· Monitor program vacancies, the intake for new tenants, and tenants that are at risk for eviction. Provide regular updates to supervisor about number of vacancies and the status of move ins.
· Attend community meetings: case conferencing with program partners (twice a month), staff meetings for agency (monthly), and case conferencing for housing connections (weekly).
· Input data into HMIS system in regard to program intake and exit.
· Fulfill project/grant requirements including billing and/or reporting on program funding as assigned.
· Assist program staff in the marketing, promoting, tracking and maintaining grant/funding application programs as assigned.
· Other duties as assigned.
Qualifications and Skills:
· Experience working in housing programs including program management and case management.
· Knowledgeable in navigating grant funded housing programming (HUD, MSHDA).
· Understanding of federal, state and local housing funding programs and guidelines including, but not limited to HUD and MSHDA.
· Understanding of Section 8 and PSH requirements.
· Prepare clear and concise reports and keep accurate records.
· Deal tactfully and effectively with property management, tenants, and others contacted in the course of work.
· Advise tenants and property management on requirements with tact and firmness.
· Input, access, and analyze data using a computer.
· Detail oriented and comfortable working in a fast-paced, ever-changing environment.
· Ability to analyze and revise practices to improve efficiency.
· Prepare service plans, program budgets, required grant documents, and program files.
· Connect with community providers to acquire support for residents and program supplies.
· Excellent analysis and problem-solving skills.
· Initiative and demonstrated prioritization skills.
· Excellent relationship-building skills and a customer service orientation that leads to sustainable and mutually beneficial external partnerships.

· Two years of experience with staff supervision in housing programs; OR Two years of experience working in housing program management, which includes experience preparing program reports, management of grant funding, and data entry, management, and analysis: OR Two years of experience performing comparable work in a housing program.
Reporting Relationship: Reports to the Assistant Executive Director.
Work Environment and Physical Demands:
· Ability to use office equipment and work sitting in front of a computer for extended periods of time.
· Reliable transportation for travel within the mid-Michigan footprint. Use of a personal motor vehicle for transportation requires proof of insurance and the driver must have a valid Driver's license.
· Walk moderate distances (including stairs) to access all housing units.
· Work in diverse areas as position oversees program service delivery in scattered housing sites.
· Occasional moderate lifting of supplies and materials.
· Requires evening and weekend work on occasion.
· Successful completion of a criminal background check.
Job Type: Full-time
Pay: $52,000.00 - $66,560.00 per year
