Description
The Student Services Department within the Capital Area Intermediate Unit (CAIU) seeks candidates for the Assistant Director of Early Intervention services. This position leads, supervises and has primary responsibility for programming, staffing, budgeting, compliance, and communication across the Early Intervention team.
The Early Intervention program has more than 200 staff members and 6 program supervisors who work to support over 3,000 three to five year old students each year.
Salary: This ACT 93 position follows the Act 93 Agreement. Effective July 1, 2025 this position will be Range 19, $112,933.27 - $141,166.59 DOE.
Schedule: Monday - Friday, 8 hours/day, 260 days/year
Job Goal: To lead, supervise, and have primary responsibility for programming, staffing, budgeting, compliance and communication in assigned departments within Student Services. The Assistant Director works with the Director of the department to set a vision and support growth and assists the Director in the leadership of the Student Services department.
Performance Responsibilities:
1. Collaborate with the department Director to set the vision and goals for the department and assigned programs.
2. Ensure continuous improvement across assigned programs.
3. Supervise, evaluate, and provide leadership and oversight to administrators and assigned preschool and school age special education programming and services.
4. Oversee and support supervisors in recruiting, hiring, onboarding, and mentoring staff.
5. Lead the planning and implementation of staff development regarding current practices and research for supervisors and staff
6. Conduct regularly scheduled meetings/communications with administrators and staff members on matters of policy, curriculum development, employee engagement, and related areas of professional or program improvement.
7. Conduct school and community outreach to identify and provide space for program operations
8. Oversee and support administrators in the planning, determination, and revision process of programs to best meet stakeholder needs.
9. Lead, collaborate, and support the Student Services Leadership Team in establishing, communicating, implementing, and evaluating organizational, team, and program goals.
10. Lead supervisors in providing strong instructional leadership aligned to evidence-based practices.
11. Lead the development and implementation of student policies and procedures.
12. Lead and coordinate consistency and fidelity of curricular, instructional, assessment, and compliance practices and program implementation across the Student Services programs.
13. Maintain a deep knowledge base regarding state, county, and community agencies and regulations governing Student Services and Special Education; provide resources and guidance for schools, districts, and parents of students served.
14. Lead supervisors and staff in ensuring that all regulatory requirements are met, and associated documentation is compliant as well as efficiently and effectively implemented.
15. Lead supervisors and staff to ensure student record-keeping and school records procedures comply with state and federal law and CAIU procedures.
16. Use data to make decisions and recommendations about program sustainability and innovative thinking to sustain the quality of the program and services.
17. Assist in the development of budgets including staffing needs, instructional materials and resources, and the provision of service delivery to students.
18. Work with the Director of Student Services and business department to successfully accomplish financial and budgetary priorities including meeting all timelines associated with the annual budget.
19. Collaborate with the Director of Student Services and Business Department to address anticipated and unanticipated budgetary necessities.
20. Provide regular and as requested financial and budget status updates to the Director of Student Services.
21. Ensure end of the year fiscal results are consistent with budgetary planning expectations.
22. Participate in and support the development of the organization’s Strategic Plan, Comprehensive Plan, and Special Education Plan.
23. Participate in organizational meetings, committees, and work groups.
24. Ensure program and staff compliance with procedures for the security and accountability of school facilities, property and equipment, and students and staff, including planning for emergencies or weather- related issues.
25. Assume responsibility for the health, safety, and welfare of students and staff, including communication and training staff and students in the procedures to follow in such events.
26. Initiate and maintain positive relationships with all stakeholders by providing timely, solution-focused responses.
27. Coordinate and implement educational initiatives that may come from state, federal, and local sources.
28. Organize and participate with district consortia for special education services as needed to address internal and external needs.
29. Establish and facilitate productive working relationships between school districts, charter schools, agencies, private schools, CAIU personnel, and all other CAIU partners as applicable to the roles and responsibilities of this position.
30. Actively participate in internal, regional, and/or statewide leadership committees through the CAIU and state regulatory or coordinating agencies.
31. Lead, plan, and facilitate network meetings for regional, job-alike groups.
32. Serve as a liaison with graduate programs and students to offer externship and internship opportunities, when appropriate.
33. Demonstrate professional, ethical behavior; a strong work ethic; a positive attitude; and a commitment to quality educational services.
34. In the Director’s absence, provide coverage and leadership for the department to include, but not limited to leadership with the Student Services Team and represent the Student Services Team whenever called upon to do so.
35. Assume any other responsibilities as assigned by Director of Student Services or his/her designee.

Qualifications
Qualifications:
1. Master's Degree required.
2. PA Certification – Special Education Supervisor, Principal K-12, Pupil Services Supervisor or Letter of Eligibility with Special Education Certification
3. A minimum of five (5) years of educational service experience (teacher, clinician, supervisor, or administrator).
