A Senior Business Systems Analyst is an information technology specialist providing analytical, technical and problem resolution support to Capital core systems. The Senior Business Systems Analyst conducts activities related to creation and updating of documentation and technical diagrams. Analyst acts as the liaison between business and technical teams to meet business needs as well as assessing viability for development. The analyst must use knowledge of existing business practices, systems, procedures, policies, current testing tools/practices and their inter-relationships to provide and ensure innovative approaches and solutions to business problems and requirements in the supported systems.
Responsibilities and Qualifications
- Work with a cross-functional team on large scale projects. Identify potential projects risks and contingencies.
- Elicit and document detailed business requirements to support system and process changes for cross-functional projects. Considers root cause analysis and identifies process improvement opportunities.
- Apply practical application and industry knowledge to decision making and strategic initiatives.
- Make complete technical and business process recommendations including ROI, estimated time required and other documentation that supports the project life cycle. Serve as liaison between business process experts and technology experts in order to elicit business requirements and translate to technical teams.
- Evaluate and effectively communicate testing defects and negative business impacts to ensure they are being addressed with a sense of urgency.
- Develop the test strategy and planning documents. Coordinate and communicate test strategy to project sponsors, and management. Ability to serve as a Test Lead on complex projects and provide test execution support as needed. Ability to write test plans and enter into defined testing tools. Assign testing tasks as needed to project testers. Monitor activities assigned to testers and ensure testing is completed by the due date. Review and coordinate testing with business areas. Communicate test status and milestones to dept and project management.
Skills:
- Strong analytical skills with the ability to analyze problems and issues, determine impact, and develop business solutions for system changes.
- Ability to act as a liaison and recommend solutions to a variety of departments, as well as other Plans and other external business partners.
- Ability to effectively communicate in writing and verbally with technical and non-technical audiences. Also includes persuasion and negotiation skills to resolve differences with skill and understanding.
- Proven ability to thrive in fast-paced environments, efficiently managing multiple responsibilities while maintaining a flexible and adaptable approach.
- Skilled in quantifying and prioritizing assigned tasks, adapting to changing priorities, and performing duties with minimal supervision. Demonstrates the ability to work both independently and collaboratively within a team.
Knowledge:
- Knowledge of the health care industry and corporate structure. Includes knowledge of standards, policies, and business practices and procedures for multiple departments/systems. Is familiar with those business services, systems and/or processes provided by external business partners.
- Knowledge of data processing terminology and concepts. Includes a high-level technical understanding of technology tools used to support business requirements gathering and testing.
Experience:
- 5 years relevant industry experience or work in a similar field.
- Experience working with Capital core systems or an integrated business systems that handles claims processing, membership, billing, network, clinical, customer service, and product processes.
Education, Certification, and Licenses:
- Prefer a Bachelor's Degree in one of the following; business administration, health planning and administration, information systems, computer science.
- Project management experience or PMP a plus.
Physical Demands:
- While performing the duties of the job, the employee is frequently required to sit, use hands and fingers, talk, hear, and see. The employee must be able to work over 40 hours per week. The employee must occasionally lift and/or move up to 5 pounds.
- Sedentary work involving significant periods of sitting, talking, hearing, keying and performing repetitive motions. Work requires visual acuity to perform close inspection of written and computer generated documents as well as a PC monitor. Working environment includes typical office conditions.
Other:
- Travel to the Capital corporate office in Harrisburg, PA, up to 20%, may be required.
