General Summary
The CRA Community Development Lender is responsible for originating and managing residential mortgage and small business loans in support of the Enterprise Fair Lending and Community Reinvestment Act (CRA) programs. This role is responsible for identifying and cultivating lending opportunities that promote economic development, affordable housing, and small business growth in Majority Minority and/or Low and Moderate Income (LMI) communities to benefit loan production for Capital City Home Loans and Capital City Bank.
In compliance with the S.A.F.E. Act, registration in the NMLS Registry is required.

Principal Duties and Responsibilities
1. Community Outreach and Relationship Building
- Collaborate with the Community Reinvestment Act Strategist to develop and maintain relationships with community organizations, nonprofits, housing agencies, small business development centers, and other stakeholders to generate CRA-eligible lending opportunities.
- Actively participate in community meetings, workshops, and other events to promote the Bank’s lending products and CRA initiatives in response to the Bank’s Fair Lending and CRA response action plans in all identified areas of opportunity.

2. Lending Activities
- Originate residential mortgages and small business loans in response to the Enterprise’s Fair Lending and CRA action plans, focusing on LMI borrowers and communities.
- Work closely with CCHL’s Mortgage staff and CCB Revenue team to increase loan production.
- Develop and implement strategies to increase lending in underserved markets, including outreach to realtors, developers, small business owners, and community organizations.
- Collaborate with internal teams to ensure all loans comply with CRA regulations and Bank credit policies and support the Bank’s Fair Lending and CRA response action plans in all identified areas of opportunity.
3. Pipeline Management and Loan Origination
- Manage the loan pipeline, ensuring timely processing, underwriting, and closing of loans to meet monthly and quarterly goals.
- Prepare loan packages, present credit recommendations, and work closely with underwriters to facilitate loan approvals.
- Track loan performance and ensure proper documentation and reporting of Minority and CRA-eligible loans.
4. Customer Service and Guidance
- Provide guidance to borrowers throughout the lending process, ensuring they understand loan options, terms, and requirements.
- Conduct financial education sessions and support LMI borrowers and small business owners, helping them navigate the lending process successfully as depicted by the Bank’s Fair Lending and CRA response action plan.
5. Regulatory Compliance and Reporting
- Track all meetings, workshops, and other outreach events as directed to the Bank’s Fair Lending and CRA response action plans in all identified areas of opportunity.
- Ensure all loans meet CRA regulatory requirements and are properly documented and reported for CRA credit.
- Collaborate with the CRA Officer and compliance team to prepare for audits and regulatory exams related to Fair Lending and CRA lending activities.
6. Sales and Performance Goals
- Meet or exceed individual sales goals for Fair Lending and CRA-eligible residential mortgages and small business loans.
7. Training and Education
- Attend training sessions and stay informed on required Regulatory Compliance, Fair Lending and CRA regulations, and Mortgage and Small Business underwriting policies and procedures.
- Educate internal and external partners in support of the Bank’s Fair Lending and CRA lending programs and initiatives.

Associated Duties
Ancillary duty entails deposit solicitation and gathering, particularly with CRA qualified borrowers. In some cases, working in conjunction with Treasury Management may be necessary for small business clients.
Provides additional support to manager and department colleagues.
Completes all assigned/required Bank training within established timelines.
Knowledge, Skills and Abilities (KSAs) Required
The following KSAs are usually acquired through work experience and/or specialized course(s):
- Minimum of 3-5 years of experience in residential mortgage or small business lending, with a focus on community development and CRA-eligible loans.
- Proven track record of originating loans in Majority Minority and LMI communities and a strong understanding of CRA lending requirements.
- Excellent sales, communication, and relationship-building skills.
- Proficiency in mortgage and lending software, CRA data analysis tools, and Microsoft Office Suite.
- Ability to work independently and manage multiple tasks in a fast-paced environment.
Education
- Bachelor’s degree in finance, business, real estate, or a related field required. Relevant experience may substitute for the education requirement. Minimum 5 years of industry experience and documented success will be considered in lieu of education.
