WHO WE'RE LOOKING FOR
The Technical Project Controls Specialist II - EPPM reports directly to the Director, Enterprise Project Portfolio Management (EPPM). This position is responsible for project control functions for the CapMetro portfolio of capital projects. This role provides the leadership and maximizes the use of tools and systems necessary to effectively and proactively manage, control, and report on the portfolio holistically and its components including project schedules, financial data, change control, report development, risk management, resource capacity and other controls functions. This role is also responsible for providing customer focused service and building positive and constructive relationships with stakeholders and customers, by understanding their needs, problems, and providing timely communication and service.
WHAT YOU'LL BE DOING

- Process Champion: Ensure Program and Project Managers follow project management best practice standards related to schedules, financials, project baselines, and various other project portfolio management requirements. and methodologies to ensure projects are delivered within the project’s scope, schedule and budget.
- Data Analysis. Create and analyze complex reports and data visualizations. Effectively communicate findings.
- Portfolio Analysis: Evaluate project portfolio composition and performance and make recommendations that could yield qualitative and quantitative enhancements to organizational effectiveness.
- System Coordination: Serve as a subject-matter expert (SME) for CapMetro Enterprise Project and Portfolio Management (EPPM) tools and collaborate with cross-functionally to resolve technical tool issues.
- Risk Assessment: Oversee the project portfolio risk assessments and risk analysis and advise management of results.
- Training: Develop and deliver training on EPPM processes, systems and best practices.
- Documentation: Manage record keeping, filing and classification, and maintain detailed records, reports, and documentation related to portfolio and performance.
- Stakeholder Engagement: Collaborate with functional stakeholders to identify key areas for enhancement. Build strong relationships across the organization to encourage trust, collaboration, and joint accountability.
- Meeting Management: Prepare presentation materials for management review(s) and other meetings, prepare and distribute meeting notes, and track action items.
- Support Capital Metropolitan Transportation Authority’s Safety Management Systems (SMS) process by following safety and security policies, considering safety in every action and reporting safety and security concerns.
- Perform other duties as required and/or assigned in support of the Capital Metro Strategic Goals.
WHAT YOU BRING
- Bachelor’s degree in Business Administration, Engineering, Construction Management, Computer Science, Project Management or a related field. Related experience may be substituted on a year-for-year basis up to four (4) years.
- Four (4) years of progressively responsible experience performing project control functions for capital projects.
- Intermediate experience in Microsoft Office Suite, including Word, PowerPoint, Excel, Outlook, SharePoint and Teams, or similar software.
- Demonstrated proficiency with project management applications to develop project schedules, assign resources to tasks, track progress, and analyze workloads required (Planview experience preferred).
- Experience with Excel as a data analysis tool (charts, pivot tables, statistical functions).
- Familiarity with transit industry, public sector, or technology and construction projects preferred.
- Project Management Professional (PMP) certification preferred

WORK ENVIRONMENT AND PHYSICAL DEMANDS
Work is performed in an office and outside environment with exposure to inclement weather and adverse weather conditions. This position works with multiple project timelines and is responsible for managing employees performing work of a complex nature.
Incumbent must have the ability to stand, walk and travel 90% throughout the workday. This position will need to have the ability to work varying shifts, days, nights, weekends, holidays, and rotating shifts, to meet the department’s needs. Must be able to safely operate a motor vehicle. Must be able to use a telephone or headset equipment. Incumbents must be able to lift and move material weighing up to 20 lbs., perform work at a computer terminal for 6-8 hours a day, and function in an environment with constant interruptions. This position may require work beyond a normal forty-hour weekly schedule.

Mobility Status:
As a Mobile position, the incumbent is expected to work in the office as needed. There will be access to touchdown/collaboration spaces when on site. Must be in-office for socialization, strategic collaboration, supervision, oversight, and accountability as needed. This position is based in Austin, Texas. Successful out-of-state candidates must relocate to the state of Texas prior to start date and may have the opportunity to work remotely anywhere in Texas after a specified period.
