This position is responsible for the performance of semi-skilled work in the operation and maintenance of The Dr. Robert E. Young Water Services Center. Work is performed under the general supervision of the Operations Supervisor/Superintendent or other Water Bureau manager.

EQUIPMENT/JOB LOCATION
Work is performed at The Dr. Robert E. Young Water Services Center and at various other Water Unit Facilities. Work involves the use of stationary and portable pumps, valves, gates, gauges, meters, control panels, log sheets, process control equipment and motor vehicles. Chemicals such as chlorine, lime, liquid alum, ammonia, and caustic soda are used on a day-to-day basis. Work also includes the operation of unit processes equipment such as flocculators, sludge thickeners, and mixed media/sand filters. Laboratory analyses are also performed as part of the process control measures for water treatment processes. Employee is subject to noise and vibration, fumes, odors, hazardous conditions, dust, poor ventilation, and inclement weather in the work environment. Safety equipment such as dust-masks, breathing apparatus/respirators, gas detectors, hearing protectors, safety glasses, harnesses, first-aid stations, and alarm systems, etc. will be used. Employee is required to work shifts that include days, nights, weekends, emergencies, and holidays; this typically involves 12-hour shifts on a non-rotating schedule.

ESSENTIAL JOB FUNCTIONS
Work involves but is not limited to the following: operates and controls equipment and processes at The Dr. Robert E. Young Water Services Center and related facilities to control the processing of the water supply for distribution Monitors and reports all day-to-day operational and process data as well as any observed malfunctions and abnormalities. Observes variations in operating conditions and interprets meter and gauge reading and laboratory test results to determine process requirements. Measures, prepares, and adds any chemicals needed for the required treatment of the water supply for distribution and operates the equipment necessary to accomplish this task, including one-ton chlorine cylinders, ammonia feed systems and dry chemical feed systems. Remains alert and reacts appropriately to audio and/or visual alarms on vehicular equipment, gas detectors and other alarm systems. Collects water samples at specified points in the treatment process and performs the required laboratory analysis. Enters data into various computer software programs. Performs custodial, maintenance and preventive maintenance duties necessary for normal plant operations. Maintains regular, punctual, and predictable attendance. Reports to work and remains at work in a productive condition, which includes not being under the influence or impaired by the use of alcohol and/or drugs. Establishes and maintains an effective working relationship with supervisors, co-workers, and the
public. Executes overtime call-out procedures when management staff is not available. Completes all assignments in an efficient, consistent, and timely manner. Employee must be able to lift 60lbs. May have to perform staff rescue.

NON-ESSENTIAL FUNCTIONS
Performs other reasonably related duties in equal or lower job classifications as assigned by supervisory staff. Performs work directed by supervisors in accordance with Article XXX, Job Classifications, Section 1 provision of The Basic Labor Agreement.

  • Ability to assemble data and prepare clear, concise reports.
  • Ability to operate a computer, computer tablet and smart phone, with training provided.
  • Ability to identify and analyze problems and determine remedial action.
  • Ability to apply knowledge of water treatment.
  • Ability to solve practical problems.
  • Ability to comprehend a wide variety of instructions, equipment literature and technical publications.
  • Ability to perform basic arithmetic procedures in standard practical applications, including algebraic formulas.
  • Ability to understand and follow instructions, record information and request supplies and work materials.
  • Ability to prepare accurate, concise reports dealing with plant operation, maintenance, and staff activity.
  • Maintains a basic understanding of all plant processes.
  • Ability to react quickly and appropriately to alarms and hazardous situations.
  • Ability to pass a respiratory fit test and use an approved respirator.
  • Ability to use proper PPE’s and respirators (including SCBA).
  • Knowledge of principles and practices for safety in the workplace. Training is provided during orientation with a review on an annual basis.

EDUCATION AND WORK EXPERIENCE
  • High School diploma or equivalent.
  • Water treatment courses or related education.
  • A combination of skills, education and experience providing an equivalent background and a demonstrated ability to perform the duties and achieve certification of a water treatment facility operator.
  • A valid PA Driver’s License, Class C.
  • Employee must pass Pennsylvania Department of Environmental Protection Water Operator Certification Examination for the appropriate class and subclasses of the water treatment facility within 30 months after successful completion of their probationary period.
