WHO WE'RE LOOKING FOR
The Technology Project Manager II reports directly to the Manager, Technical Project Management. This position is responsible for managing all project lifecycle phases to plan, coordinate, and implement systems, applications, and technologies for one or more medium sized, moderately complex projects or subprojects and portions of larger projects which include integration to other systems. This position will analyze and evaluate existing and proposed systems, perform business process reviews and all other functions related to the implementation of technology projects. Lead the efforts of a project team made up of internal and external technical and non-technical staff to successful project completion. This role is also responsible for providing customer focused service and building positive and constructive relationships with stakeholders and customers, by understanding their needs, problems, and providing timely communication and service.
Responsibilities
WHAT YOU'LL BE DOING

- Perform research and need assessments for technology projects.
- Develop and manage project implementation plans, requirements definition, scope development, resource allocation, risk analysis, quality assurance, schedules, and budgets.
- Oversee vendors, contractors and CapMetro business and technical teams to ensure that solutions stay within scope, cost and schedule, and that risks are managed.
- Manage the efforts of cross functional project team members in a matrix management environment, to include task scheduling and monitoring.
- Lead conflict resolution among project team members to include vendors, technical staff, and business area staff.
- Prepare business cases, cost benefit analysis and other documents necessary for project initiation.
- Prepare scopes of work, independent cost estimates, and other documents necessary to the project procurement process; coordinate with the business units and procurement staff to ensure timely and cost-efficient completion of vendor selection and contract execution.
- Develop and manage, modify, update, monitor and report monthly status of project budgets; oversee project invoice payment process and coordinate with vendor to document deliverables, reviews monthly expenditure reports and coordinates with finance staff to reconcile discrepancies; develop cost projections.
- Initiate project change management; analyze and recommend business unit change requests; develop scopes of work and independent cost estimates; coordinate with procurement for vendor proposals through modifications; analyze vendor technical and cost proposals; administer the change management log; and implement changes with technical, business unit and vendor teams.
- Partner with business units to analyze end user needs; identify process interdependencies among departments that will impact technology options or require multi-system integration; research technical solutions that will offer process improvement; determine options; and collaborate to recommend the most advantageous solutions.
- Prepare status reporting project updates and presentations as necessary to include steering committee and senior management.
- Develop and implement project and documentation standards.
- Partner with stakeholders to undertake full IT ownership of the systems and projects assigned and become proficient in the technical and functional aspects of these systems.
- Perform other position related duties as required and / or assigned.

WORK ENVIRONMENT AND PHYSICAL DEMANDS
Work is generally performed in an office environment in which there is only minimal exposure to unpleasant and / or hazardous working conditions. This position works with multiple project timelines and is responsible for managing employees performing work of a complex nature. Incumbent must be able to stand and sit frequently throughout an eight-hour period, reach vertically for overhead use and horizontally. Must be able to use a telephone or headset equipment. Incumbents must be able to lift and move material weighing up to 20 lbs., perform work at a computer terminal for 6-8 hours a day, and function in an environment with constant interruptions. Mobility Status :
As a Mobile position, the incumbent is expected to work in the office as needed. There will be access to touchdown / collaboration spaces when on site. Must be in-office for socialization, strategic collaboration, supervision, oversite, and accountability as needed. This position is based in Austin, Texas. Successful out-of-state candidates must relocate to the state of Texas prior to start date and may have the opportunity to work remotely anywhere in Texas after a specified period.
SECURITY SENSITIVE POSITION
This position is a "Security Sensitive" position. CapMetro will conduct annual criminal background checks on incumbents in this position. A position is "Security Sensitive" if its incumbent handles currency, has access to sensitive computerized databases, has access to master keys, or works in an area of the CapMetro that has been designated as a security-sensitive area.
