Program Specialist II (Litigation and Compliance Support Specialist)

This position performs moderately complex (journey-level) program administration work for the Enforcement Division. As a highly-valued member of the Enforcement team, you will track and maintain the department's system of ensuring system participants' compliance with Enforcement actions. You will keep track of deadline to comply with Enforcement orders, serve as liaison for internal and external parties seeking information on compliance efforts, and maintain our database of compliance actions. You will assist in tracking and meeting the department's performance measures for case resolution and closure and provide support on open records and budget issues. You will also be a part of our litigation team, assisting Enforcement attorneys by e-filing pleadings, scheduling depositions and court appearances, managing a busy calendar, and preparing exhibits and evidence for hearings before the State Office of Administrative Hearings. Works under general supervision with moderate latitude for the use of initiative and independent judgment.

This position :

  • Tracks, coordinates, and reports on stakeholder compliance with Enforcement action.
  • Provides litigation and administrative support for attorneys.
  • Develops and maintains procedures, policies, and training for Enforcement Section and monitors compliance with policies and procedures.
  • Develops, coordinates, and maintains system to monitor current case assignments.
  • Responds to inquiries and provides assistance to members of section regarding case procedures.
  • Coordinates work assignments with administrative support staff.
  • Facilitates virtual and live meetings and conference calls.
  • Performs other duties as assigned.
  • Qualifications :

    This position requires :

  • Graduation from an accredited four (4) year college or university with major course work in a field relative to assignment.
  • Two (2) years of experience in the administration of a program relative to assignment.
  • Moderately heavy computer use.
  • Above average cognitive abilities requiring the ability to learn, remember and integrate complex rules, policies and practices.
  • Ability to communicate orally and in writing with clients, to gather information and / or explain policies and procedures.
  • Note :

    Experience may be substituted for education. Education may not be substituted for experience.

    Additional job details :

    This position requires regular work attendance at the Barbara Jordan Building in Austin's capital complex. The position may be eligible for a hybrid work schedule. If eligible, the employee must have a secure, dedicated workspace with reliable broadband internet service. The ideal candidate must be available for weekly meetings and group collaboration via Microsoft Teams and other applications during regular business hours.

    Preferences for this position include :

  • Experience supporting attorneys in a litigation support role.
  • Advanced skills in databases and Microsoft Office applications, including the ability to create, sort and analyze data in Excel or similar programs.
  • This position requires demonstrated knowledge of :

  • State laws, rules, procedures, and regulations relevant to job requirements.
  • Office management principles and practices and administrative procedures.
  • Word processing and ability to learn and use relational databases and tracking systems.
  • Basic office practices, legal forms and formats, the maintenance of complex records and the use of guides and reference materials.
  • This position requires demonstrated skill in :

  • Problem solving and critical thinking.
  • Using Microsoft Office software applications, including Word, Excel, Outlook, and SharePoint.
  • Using personal computers sufficient to enter and extract data from related systems and programs, such as Centralized Accounting Payroll and Personnel (CAPPS) and other systems required to perform the job.
  • Establish and maintaining effective working relationship with others and to deal tactfully with the public.
  • This position requires the demonstrated ability to :

  • Communicate and work effectively with a wide range of people with varied skills, knowledge, and backgrounds.
  • Maintain the confidentiality of sensitive information.
  • Analyze and solve work-related problems and work independently on a variety of administrative work and technical assignments.
  • Implement new systems and procedures and evaluate their effectiveness.
  • Manage workload and priorities to meet necessary deadlines.
  • Work both independently and as a team player in a hybrid telework environment.
