Safety Officer II (OSHCON Safety Consultant) in the Waco office

This position with the Occupational Safety and Health Consultation (OSHCON) program, performs moderately complex (journey-level) safety and health program work at a wide variety of worksites and industries throughout the State of Texas. OSHCON safety consultants enjoy a rewarding career helping Texas employers understand and comply with Occupational Safety and Health Administration (OSHA) regulations; identify and correct hazards; and develop effective safety and health programs in a non-regulatory capacity. OSHCON safety consultants receive ongoing professional development and training, work regular hours with flexible schedules, and hone their occupational safety and health skills by working with different employers in a variety of industries each day. Performs duties under general supervision with limited latitude for the use of initiative and independent judgment. Employees at this level may work more independently than those at the previous level and may routinely assist others in performing work of greater complexity.

This position :

  • Provides consultation services in accordance with the consultation policy and procedure manual (CPPM), and the OSHCON Program Resource Guide (OPRG); provides technical consultations to employers with a primary emphasis on safety, however, health consultations may be required commensurate with education and training. Provides program assistance in developing and implementing effective safety and health programs.
  • Provides on-site consultations of employers' work areas / activities to identify occupational hazards and recommend corrective actions; provides recommendations for correction of hazards; provides interpretations and recommendations for compliance with standards, rules, and OSHA regulations; provides program assistance and training. Provides formal and informal training with emphasis on safety hazards in the workplace.
  • Prepares reports of findings and recommendations; uses the federal computer system OSHA Information System (OIS) for all reports and forms.
  • May assist in providing training, orientation, and field observation to new OSHCON consultants and other Workplace Safety staff when necessary.
  • Promotes the OSHCON program as appropriate; conducts Safety and Health presentations before professional groups and trade organizations with the direction of the OSHCON program management; serves on committees and workshops and leads project teams.
  • Performs other duties as assigned.
  • Qualifications :

    This position requires :

  • Graduation from an accredited four-year college or university. PLUS : Two years experience in occupational safety and health programs.
  • Education and experience relevant to position requirements may be substituted for one another on a year-for-year basis.
  • For positions that require driving as an essential function of the position :

  • Skill : Operating a motor vehicle in a safe and courteous manner in compliance with traffic laws.
  • Ability : Satisfy the requirements to maintain a fully qualified driving status.
  • Additional job details :

    This position requires regular work attendance. The position may be eligible for a hybrid work schedule. If eligible, the employee must have a secure, dedicated workspace with reliable broadband internet service. The ideal candidate must be available for weekly meetings and group collaboration via Microsoft Teams and other applications during regular business hours.

    This position requires demonstrated knowledge of :

  • State laws, rules, procedures, and regulations relevant to job requirements.
  • Federal occupational safety and health laws, codes, and standards to comply with OSHA regulations.
  • Ability to develop, coordinate, and evaluate safety and health programs and to communicate effectively.
  • Principles and methods of field safety and health inspections.
  • Proper grammar, punctuation, and spelling.
  • Computers and related software.
  • This position requires demonstrated skill in :

  • Problem-solving and critical thinking.
  • Using Microsoft Office software applications, including Word, Excel, Outlook, and SharePoint.
  • Using personal computers sufficient to enter and extract data from related systems and programs such as Centralized Accounting Payroll and Personnel (CAPPS) and other systems required to perform the job.
  • Conducting noise monitoring using appropriate testing equipment.
  • Using Internet and software programs in an office environment (Word, Excel, Outlook, Adobe, and PowerPoint).
  • Planning, decision-making, and problem solving.
  • Communicating effectively; both orally and written.
  • Delivering impromptu presentations to facilitate training and instruction.
  • Working with confidential, time-sensitive information in a professional manner.
  • Operating a motor vehicle in a safe and courteous manner in compliance with traffic laws.
  • This position requires the demonstrated ability to :

  • Communicate and work effectively with a wide range of people with varied skills, knowledge, and backgrounds.
  • Maintain the confidentiality of sensitive information.
