GENERAL DESCRIPTION

Performs highly advanced (senior-level) supervisory maintenance and construction work. Work involves overseeing maintenance and construction staff involved in the installation, care, and repair of state facilities and equipment. Plans, assigns, schedules, and supervises staff, maintenance repair programs, minor construction projects, and may monitor contracted work; manages the operation of the maintenance computer program; and assists with the development and maintenance of the six (6) year capital improvements plan.

Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. May be required to be on-call and / or work in excess of 40 hours per work week.

ESSENTIAL FUNCTIONS

Supervises the maintenance of water and sewer lines, primary and / or secondary electrical systems, buildings, gas utility system, stationary equipment, streets, sidewalks, and grounds to ensure compliance with policies and procedures of the Maintenance and Operations Manual.

Oversees and monitors preventative maintenance programs and participates on the agency's Facility Assessment Team to inspect buildings, equipment, and grounds for proper maintenance and repair and identify items to be included in the six-year capital improvements plan.

Sketches rough plans and designs for requested projects to present a perspective of scheduled projects.

Serves as a liaison for construction projects and monitors construction jobs to maintain effective communication between contractors, administration, and Central Office staff.

Maintains cost records for the facility through supervision of the maintenance record keeping system (Computerized Maintenance Management System (CMMS)).

Oversees and monitors an inventory control system; approves and / or denies requisitions for maintenance supplies, equipment and costs for the facility.

Prepares reports and records and provides to management for consideration.

Selects, trains, assigns, directs, and evaluates staff.

Monitors outcomes for racial, ethnic, and gender disparities and takes action to address identified disparities.

Performs a variety of related duties not listed, to be determined and assigned as needed.

Performs all duties in compliance with agency safety policies and procedures :

  • Reports safety hazards and corrects hazards when possible.
  • Completes required documentation in the event of an accident / injury within requested time frames.
  • Attends work on a regular and predictable schedule in accordance with agency attendance and leave policies.

    Qualifications :

    MINIMUM QUALIFICATIONS

    High School diploma or equivalent. Three (3) years full-time wage-earning experience in a supervisory / lead capacity.

    Required : Completion of vocational courses in two (2) of the following related fields or completion within one year of date of hire with TJJD : welding, plumbing, automotive repair, small appliances, landscaping, painting, air conditioning, building trades, carpentry, electrical / electronic repair, blue-print reading, refrigeration, automated systems, or other maintenance-related field. Failure to successfully complete the required vocational courses within one year of date of hire with TJJD will result in termination of employment.

    Experience and Education Substitutions :

  • Pro-rated part-time experience may satisfy the experience requirement.
  • Current and valid license in the State of Texas as a plumber, electrician, air conditioning (A / C) technician, or heating, ventilation and air conditioning (HVAC) technician may substitute for a vocational course on a basis of one license for one vocational course.
  • Note : Any degree, diploma, high school equivalent, or course hours required to meet minimum qualifications must be obtained from an accredited educational institution, college or university.

    This position is subject to mandatory pre-employment drug testing and any offer of employment is contingent upon acceptable results from a drug screen conducted for the agency.
