BRIEF POSITION SUMMARY

Performs routine (journey-level) systems administration work. Work involves maintaining the upkeep, configuration, and reliable operation of systems. Installs or oversees the installation and upgrade of computer components and system software. May provide guidance to others. Reports to Program Supervisor for Special Services of the Facilities Management (FM) Branch. Works under moderate supervision, with limited latitude for the use of initiative and independent judgment.

WORK HOURS : Monday - Friday, 8 hours a day, 40 hours a week

ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES

  • Ensures network connectivity is maintained via coordination with the J6 NCC
  • Ensures systems meet current and future cyber security requirements
  • Manages work share for all control vendors on the front end
  • Checks on weekly / monthly status on front end and field systems (remotely)
  • Designs and programs future projects (Planning and Programming, Design and Project Management, National Guard Bureau, United States Army Corps of Engineers)
  • Coordinates with contracting for vendors and manages front end projects (FM and external)
  • Coordinates controls and automation training for Energy and FM teams
  • Assists the energy team with meter data management, reporting and analysis
  • Assists the Web Planning Resource for Infrastructure Development and Evaluation (PRIDE) team with work order system
  • Performs an array of technical, training, research, planning, policy, program assessment, and administrative activities
  • Coordinates and collaborates with program staff in program planning, development, implementation, analysis, and documentation of agency program(s)
  • Monitors required performance reports and recommends appropriate changes
  • Monitors, reviews, and evaluates compliance with program policies and procedures, statutes, and rules
  • Collects, organizes, analyzes, and / or prepares materials in response to requests for program information and reports
  • Evaluates research findings relative to specific developed projects
  • Reviews program area functions and operations, identifies areas needing change, and develops plans to improve programs or to address areas of concern
  • Conducts training and provides guidance to staff in the development and integration of new or revised methods and procedures
  • Assists in developing program policies, procedures, standards, and manuals in accordance with program objectives and goals
  • May analyze the application of and variations within programs to develop action plans for improving or initiating new programs
  • May prepare and evaluate program budget requests
  • May provide guidance to others
  • Attends work regularly and observes approved work hours in accordance with agency, state employee policies & procedures handbook
  • May be required to perform duty in support of national emergencies, disasters and other missions, to include holidays and weekends
  • Performs related work as assigned
  • Qualifications :

    MINIMUM QUALIFICATION

    EDUCATION

  • Graduation from an accredited four-year college or university is required (Experience for Education Substitution Allowed).
  • PREFERRED EDUCATION

  • Graduation from an accredited four-year college or university with major course work in a field relevant to the assignment is generally preferred (computer science, management information systems or related field).
  • SUBSTITUTION

  • Additional years of experience may substitute for the education requirement on a year-for-year basis.
  • EXPERIENCE

  • One (1) years of experience in systems administration work is required.
  • Experience in using Microsoft applications (SharePoint, Outlook, Word and Excel) and database experience is required.
  • PREFERRED EXPERIENCE

  • Applicants with a portion of the following work experiences are highly encouraged to apply.
  • Experience working in the military and / or National Guard environment is preferred.
  • Experience working with building automation and control Systems (BACnet, Tridium Niagara, other) is preferred.
  • Experience working in energy management, systems administration, network administration, or related fields is preferred.
  • Experience with state agency procurement processes and procedures is preferred.
  • Experience with online collaboration tools such as Microsoft SharePoint is preferred.
  • REGISTRATION, CERTIFICATION OR LICENSURE :

  • A valid driver's license is required.
  • The ability to obtain a Texas Driver's License will be required within the first 30 days after entering Texas as a new resident. A satisfactory driving record is required for operating state or personal vehicles to conduct agency business.
  • OTHER REQUIREMENTS :

  • The selected candidate must pass federal security background investigation. The process includes a National Agency Check and Inquiry (NACI) and fingerprinting. New employees must complete and sign the Office of Personnel Management (OPM) Form SF85. Completed forms are submitted to the OPM for background investigations.
  • The Immigration Reform and Control Act of 1986 requires all new employees to present proof of eligibility to work in the United States within three (3) days of being hired. The Texas Military Department participates in E-Verify and will provide the Social Security Administration (SSA) and, if necessary, the Department of Homeland Security (DHS), with information from each new employee's Form I-9 to confirm work authorization.

  • PHYSICAL / WORKING CONDITIONS

    Ability to stoop, bend, crawl, lift, climb, kneel, stand, walk, sit, carry, push, pull, balance, reach, crouch, with good color vision and depth perception. Frequently lifts, carries, and sets up equipment and materials that weigh up to 40 pounds. If needed to be available to assist in on call duties for after-hours, weekend and holidays facilities emergency. Works inside and outside in areas that are usually dusty, dirty, or greasy, and often works in inclement weather conditions. Requires approximately 50% travel.
