General Description : Serves as a member of the Government Relations team responsible for government relations and liaison work, policy research and analysis, and coordination for interagency / intergovernmental activities. Work includes serving as liaison to federal, state, and local agencies and organizations, managing constituent affairs on behalf of elected and appointed officials, performing policy analysis, and supporting agency executive staff. This position reports to the Government Relations Director.

To promote a strong environment, TVC maintains a telecommuting policy. The policy is decided by division and contingent on continued performance.

Essential Duties and Responsibilities :

  • Serves as a liaison to federal, state, and local departments / agencies, civic, community, military, and Veterans' organizations to include Congress and the Texas Legislature
  • Responsible for developing and maintaining effective working relationships and communications with federal and state agency partners
  • Coordinates communication with and / or responses to inquiries from Congressional, Texas Legislative and Executive offices; reviews and edits congressional correspondence
  • Serves as the primary point of contact for the Texas Coordinating Council for Veterans Services, and other cooperative councils, working groups, or task forces in which the agency participates or is assigned
  • Reviews, analyzes, and evaluates the impact of federal and state legislation, regulations, and policy
  • Work hours other than 8 : 00 am - 5 : 00 pm may be required for work related functions
  • Perform other related work as assigned

Qualifications :

Minimum Education : Graduation from an accredited four-year college or university with major course work in Political Science, Government, Public Administration, Communications, or Public Affairs or related field. Experience on a Congressional staff, Legislative staff, or in a comparable government relations, communications or public information capacity may substitute for education on a year-for-year basis. College Transcripts are required and must be provided before an interview can be extended, it is preferred they be attached to the application.

Minimum Experience : One (1) year of experience on a Congressional staff, Legislative staff, or in a comparable government relations, communications or public information capacity.

Additional Requirements :

A valid Texas Driver's License must be provided within 90 days of hire.

Preferred Experience and Qualification :

  • Policy experience in Veterans' policy areas, including mental health, healthcare, employment, and education
  • Knowledge of current Veterans' issues
  • Honorable discharged Veteran or still serving in the Guard or Reserve
  • Knowledge, Skills and Abilities :

  • Knowledge of state legislative budget and appropriations processes
  • Knowledge of agency programs, functions and policies
  • Knowledge of government organization and administration; and of principles, objectives, and procedures of governmental planning and programming
  • Skill in listening to and communicating with a diverse group of people
  • Skill in planning, organizing and coordinating work to effectively meet frequent and / or multiple deadlines; in handling multiple tasks simultaneously and in managing priorities and demands
  • Ability to maintain a good working relationship with federal, state, and local departments / agencies, civic, community, military, and Veterans organizations
  • Ability to organize, coordinate, and direct policy evaluation
  • Ability to analyze data and prepare reports
  • Ability to communicate effectively in writing and to develop, organize and produce presentations
  • Ability to speak to the public in both large and small group settings
  • Environmental & Physical Conditions :

    Normal office work environment, mostly sedentary in nature. May involve walking; standing; remaining stationary for long periods of time; pulling and pushing; kneeling, stooping, and bending; and safely lifting and carrying items weighing up to 30 pounds. Work involves extensive telephone usage and repetitive hand / wrist / finger motions while using the computer.
