State Title : Database Administrator III
This position may telecommute 100% remotely from anywhere in Texas (subject to change). May be required to attend meetings and trainings at the Austin Headquarters, as assigned by management.

GENERAL DESCRIPTION
Our mission at the Texas Department of Motor Vehicles (TxDMV) is to serve, protect and advance the citizens and industries in the state with quality motor vehicle related services. We are a dynamic state agency dedicated to customer service, consumer protection and the success of motor vehicle-related industries.
Performs highly complex database administration work in support of the Texas Department of Motor Vehicles (TxDMV), Information Technology Services Division (ITSD). Coordinates planning, development, maintenance, and monitoring for the agency's databases and database management systems; defines, implements, evaluates, and reviews database policies and procedures; ensures agency database environment provides, maintains, and supports ongoing data security and data integrity. Works under limited supervision with considerable latitude for the use of initiative and independent judgment.
ESSENTIAL DUTIES
Designs, develops, analyzes, maintains, and coordinates all database structures for the agency, including all agency data repositories, external entity data, and required integration with purchased or third-party products.
Monitors database performance and identifies necessary performance improvements or tuning for databases; reviews overall agency database performance to ensure optimal performance; approves recommendations for performance improvements.
Plans, coordinates, and implements database releases, maintenance and security patches, etc., to ensure uninterrupted ongoing operation of the agency's databases.
Establishes and enforces standardized work intake and workflow management process for DBA tasks.
Assists with development and implementation of standards, policies and procedures to ensure agency database integrity, including coding / naming standards, security and access, database start / stop, checkpoints and recovery and communications interfaces.
Monitors scheduled backup and resultant recovery procedures for saving and restoring or recovery of databases from failure.
Monitors and resolves problems related to databases existing in various environments, which may involve working with the customer and / or operations / helpdesk staff.
Responds to operating problems in a timely manner by resolving each problem or referring to an appropriate outside party, as necessary.
Assists and advises staff in the solution of programming problems.
Tracks and reports progress for IT management.
Reviews work of outside vendor to ensure overall integrity of agency's backup and recovery database procedures.
Creates logical and subsequent physical database models and ensures overall agency's integrity of these models.
Develops, implements, monitors, and coordinates overall database security standards and controls in collaboration with agency's Information Security Manager.
Provides non-standard (on call) business hour trouble-shooting expertise to diagnose and address agency database production problems.
Coordinates and participates in testing and validation of Disaster Recovery Planning (DRP) and Business Continuity Planning (BCP) with Information Security team for agency's databases; provides input and feedback to DRP and BCP activities.
Provides technical knowledge and leadership in the areas of databases, database managements systems, and data modeling to other IT support staff.
Establishes and implements data access administration and user access levels based on knowledge of agency's logical database models.
Ensures that all database requests have the proper documentation and follow the published change control process.
Travels up to 5% of the time. Travel by car (may include flying). May include overnight travel. May require working extended hours and some evenings and weekends, as needed.
Required to attend work regularly and adhere to approved work hours in accordance with department policies and procedures.

Qualifications : MINIMUM REQUIREMENTS
Education and Experience
- Graduation from an accredited four-year college or university with a degree in computer science, computer information systems, engineering, mathematics, or a related field.
- Minimum of five (5) years of progressively responsible experience managing SQL and DB2 databases and database management software, including physical and logical data modeling.
- Minimum 2 years' experience with Red Hat Linux / shell scripting
- Minimum 6 months experience providing database support for Cognos Analytics, Informatica Enterprise Data Catalog, and Informatica PowerCenter Workflow Manager
- Minimum 12 months experience supporting databases for DMV applications including Motor Carrier Credentialing System, Electronic Licensing and Credentialing System, webDEALER Systems, Registration and Title System, and Texas Law Enforcement Telecommunications Systems
- Experience may be substituted for education on a year for year basis. Graduate-level education in computer science, computer information systems, engineering, or another relevant field may be substituted for experience on a year for year basis.
