    Position Summary

    When a publicly funded organization requires voice, data, wireless, video, internet and managed services for network optimization and voice and / or data network management, DIR's Communications Technology Services team makes procuring these services easy and cost-effective. DIR contracts with vendors to provide telecommunications and managed services. Since pricing is negotiated with the full volume buying power of the State of Texas, we can provide highly competitive rates and service levels for the products and services we offer.

    This position performs advanced (senior-level) managerial work in guiding project initiatives for the Communications Technology Services (CTS) Network Engineering department. Manages the efforts of network engineering staff (including contractors as required) in the design, development, implementation, and operation of data, and voice networks. Oversees the development of network policies; guidelines, procedures, rules, and regulations; establishing priorities, and standards for determining network requirements in support of meeting established goals and objectives. Works closely with all agencies to ensure customer expectations are met or exceeded, and communicates effectively with vendors, agencies, management, and DIR staff. Coordinates and evaluates engineering activities and reports on accomplishments. Maintains documentation for the DIR engineering department. Assists the Director of CTS / CCTS Program Operations in establishing strategic plans, goals, and objectives in support of specific division activities. Works under the direction of the Director of CTS / CCTS Program Operations with minimal supervision, and extensive latitude for initiative and independent judgment.

  • Oversees the daily activities of the CTS Network Engineering department and initiatives including DNS functions to meet division goals and objectives on time and within budget. Researches and provides recommendations to the Director regarding the maintenance, monitoring and operations of all network engineering tasks. Plans, assigns, and supervises the work of department staff and contractors. Provides direction, guidance and hands-on assistance as needed. Oversees hiring process, assessment of training needs and opportunities, development of employee annual performance goals and conducts timely performance evaluations.
  • Determines network engineering operational requirements to meet the needs and expectations of state agencies and other governmental entities. Monitors the network to ensure network issues are resolved promptly.
  • Provides support of post-implementation reviews of projects, tracks and reports status of performance related to work orders and service level agreements.
  • Produces routine operational reports regularly and assists in the preparation of special and annual reports, as necessary. Assists in the preparation of the network engineering operating budgets as required. Ensures network, equipment, and site configuration documentation, is developed, and maintained.
  • Confers and interacts with staff on operational and / or customer service issues. Works closely with division staff and the customer care organization to ensure customer expectations are met or exceeded.
  • Works closely with agencies, vendors, and service providers to ensure timely trouble resolution.
  • Represents the agency or department at business meetings, conferences, seminars, or on boards, panels, and committees as required.
  • Performs other work-related duties as assigned.
  • Qualifications : Education

  • Graduation from a four-year college or university with major coursework in computer science, management information systems, telecommunications, or related field.
  • Additional work-related experience may be substituted for education on a year-for-year basis
  • High-school diploma or equivalent certificate required.
  • Experience and Training Required

  • Minimum of four (4) years of network engineering experience working with voice and data networks in a Cisco environment.
  • Minimum of three (3) years of experience managing network infrastructure in an ISP or similar environment.
  • Minimum of two (2) years of experience in executing operational and network engineering initiatives in a lead or management role.
  • Experience and Training Preferred

  • Cisco Certification i.e., CCNA, CCNP, CCIE
  • Experience in network design, architecture, and troubleshooting
  • Experience with working for or with a network service provider
  • Experience with Network Performance Monitoring and Troubleshooting
  • Experience working with inside and Outside Plant Fiber
  • Experience managing network deployment projects
  • Knowledge and experience with Carrier Ethernet and MPLS networks
  • Experience in interacting with, preparing, and delivering presentations to, internal and external customers at the executive or officer levels within state / local governments
  • Experience in developing and working with public-private sector collaboratives
  • Experience working with governmental agencies and programs
