DIVISION - MARKET ANALYSIS
POSITION TYPE - This is a hybrid position and is eligible for telecommuting up to three (3) days a week.
The Market Analysis division oversees electric markets subject to competition. Market Analysis monitors compliance with rules relating to the operation of the retail and wholesale electricity markets within the ERCOT power region to ensure well-functioning markets, efficient prices, adequate generation capacity and customer protections.
Market Analysis supports the Commission's participation in a variety of proceedings before the Federal Energy Regulatory Commission (FERC) and the Environmental Protection Agency (EPA) to protect the interests of Texas Electric ratepayers and stakeholders. It also supports the Commission's participation in the Southwest Power Pool (SPP), Mid-Continent Independent System Operation (MISO) and Western Energy Imbalance Market (WEIM) activities to protect the interests of Texas ratepayers located in the non-ERCOT areas of Texas.
The division also tracks, monitors and reviews annual and semiannual reports, letters of credits filed by the REPs (Retail Electric Providers) to ensure financial compliance with the Commission rules.
The division is seeking an Engineering Specialist who has a desire to work in the utility regulatory industry, with a strong initiative, and would like to expand their knowledge, skills and experience performing highly complex to highly advanced engineering analysis regarding a broad range of electric policy issues. Work involves analyzing technical issues related to energy markets, including participating in and leading projects, rulemakings, legislative analysis, and related policy-development activities. Work involves extensive contact with market economists, Commission attorneys, industry representatives, and other professional staff.
Qualifications :
The ideal candidate will have the following required minimum qualifications :
Engineering Specialist III
Graduation from an accredited four (4) year college or university with a bachelor or post-graduate degree in engineering.
Engineering Specialist IV
Graduation from an accredited four (4) year college or university with a bachelor or post-graduate degree in engineering and a minimum of two (2) years of full-time work experience in engineering-related activities, field or system operations, or planning.
Engineering Specialist V
Graduation from an accredited four (4) year college or university with a bachelor or post-graduate degree in engineering and a minimum of four (4) years of full-time work experience in engineering-related activities, field or system operations, or planning.
Engineering Specialist VI
Graduation from an accredited four (4) year college or university with a bachelor or post-graduate degree in engineering and a minimum of six (6) years of full-time work experience in engineering-related activities, field or system operations, or planning.
Preferred Qualifications :
- Bachelor or post-graduate degree in electrical engineering.
- Experience or familiarity with complex power systems such as power flow, transmission and distribution planning models.
- Experience or familiarity with emerging technologies in power industry such as inverter based resources and smart grid technologies.
- Experience as an expert witness in regulatory hearings.

Veterans, Reservists, or Guardsmen with a Military Occupation Specialty (MOS) or additional duties that fall in the fields listed in the below link who meet the minimum qualifications are encouraged to apply.
