General Description

The Railroad Commission of Texas, recognized as a worldwide leader in the regulation of oil and gas exploration, seeks an Applications Processor for the P-5 Financial Assurance Unit of the Oil and Gas Division. This role will review and process organization reports and related forms, make updates to the Mainframe system, and answer a high volume of phone calls. Work involves disseminating information, maintaining filing systems, and performing internal administrative support work. May train others. Works under general supervision, with moderate latitude for the use of initiative and independent judgment. This position will offer a firsthand look at the oil and gas industry in Texas and the opportunity to learn new technologies and processes being developed in the oil and gas industry.

Essential Job Duties

  • Receives and reviews license and permit applications, revisions, and renewals.
  • Inputs license and permit applications, payments, and required technical data into applications, databases, and systems.
  • Maintains records associated with license and permit applications, fee payments, and violations, and completes necessary forms to approve or deny licenses and permits.
  • Reviews, processes, and assists clients in completing official P-5 application forms, financial assurance documents, inactive well compliance filings and other related documentation.
  • Assists in approving applications for licenses and permits based on state regulations, administrative codes, and agency policies and procedures.
  • Assists in preparing notices, correspondence, memos, and reports related to license and permit activities.
  • Assists in answering, routing phone calls, taking messages, greeting and directing visitors to the appropriate staff.
  • May assist in administering fee programs related to activities completed under certain permits and authorizations.

    Qualifications :

    Minimum Qualifications

  • High school diploma or equivalent.
  • Experience in customer service, clerical, administrative, or technical support work. Graduation from a standard senior high school or equivalent is generally preferred. Experience and education may be substituted for one another.
  • Preferred Qualifications

  • Two years of progressive experience in professional business practices and administrative procedures.
  • Knowledge of oil and gas operations and familiarity with Railroad Commission rules and regulations.
  • Knowledge, Skills, and Abilities

  • Knowledge of office practices and administrative procedures.
  • Knowledge of professional protocol in dealing with the general public.
  • Skill in the use of standard office equipment and software.
  • Ability to implement administrative procedures; to interpret rules, regulations, policies, and procedures; to communicate effectively; and to train others.
  • Working knowledge of basic / high-school level mathematics.
  • Excellent skills in written and verbal communication.
  • Skill in attention to detail and in providing accurate information.
  • Skill in operating standard office equipment.
  • Skill in organizing and indexing information.
  • Ability to accurately file, sort, retrieve, and research documents.
  • Ability to operate a computer, Windows-based software, and databases.
  • Ability to implement administrative procedures and processes and interpret rules, regulations, and policies.
  • Ability to establish and maintain effective working relationships with others.
  • Ability to work well under pressure and be flexible.
  • Ability to work effectively on a team or on independent assignments.
  • Ability to stoop, reach low and high, push and pull heavy file drawers and / or cart, and lift, carry and move up to 30 lbs.
  • Work Hours and Telework : Standard office hours for Commission employees are 8 : 00 a.m. to 5 : 00 p.m., Monday through Friday. Our agency offers alternate schedules for employees, as long as it does not adversely affect operations and service levels, and standard hours of operation are maintained. The Commission may also offer telework based on the agency's approved Telework Plan. Alternate work schedules and telework may be discussed with the hiring manager during the interview process.
