Systems Analyst IV

This position performs highly complex (senior-level) computer systems analysis work. IT duties including liaison duties associated with vendors who provide IT services for state of Texas government. This position interacts with the Texas Department of Information Resources and vendors under state contract including those under DIR. This position also helps facilitate other IT services including, procurement, change management, project management, production control, release management, and asset management for configuration items and software. This position works under limited supervision with considerable latitude for the use of initiative and independent judgment.

This position :

  • Ticket management including requests, incidents, renewals, projects, and changes for IT services much related to applications, server, network, and software as a service.
  • Liaison duties between internal customers and external vendors for IT services.
  • Software evaluation and procurement including quotes, requisitions, purchase orders, approvals, verification of receipt, tracking, and renewal notifications.
  • Change duties for monitoring and control of agency and vendor changes such as patching, scheduling, and maintenance windows.
  • Major Incident Response Team duties to make sure those impacted are notified and kept informed of system wide outages.
  • Follow up duties include root cause analysis and lessons learned.
  • Performs other duties as assigned.
  • Qualifications :

    This position requires :

  • Graduation from an accredited four-year college or university with CIS, MIS or related degree.
  • At least three years of systems administration work within an enterprise IT environment.
  • Note| Substitution Language : Education and experience may be substituted for one another on a year-for-year basis.

    Additional job details :

    This position requires regular work attendance. The position may be eligible for a hybrid work schedule. If eligible, the employee must have a secure, dedicated workspace with reliable broadband internet service. The ideal candidate must be available for weekly meetings and group collaboration via Microsoft Teams and other applications during regular business hours.

    Preferences for this position include :

  • ITIL certification
  • Ticketing system experience such as ServiceNow.
  • Change and Release experience.
  • Application job scheduler experience.
  • Texas government experience especially STS or DCS.
  • This position requires demonstrated knowledge of :

  • State laws, rules, procedures, and regulations relevant to job requirements.
  • IT services including, incident, request, change, and release using the ITIL framework.
  • Office systems including print and mail services.
  • Contractor or Vendor management.
  • This position requires demonstrated skill in :

  • Problem solving and critical thinking.
  • Using Microsoft Office software applications, including Word, Excel, Outlook, and SharePoint.
  • Using personal computers sufficient to enter and extract data from related systems and programs such as Centralized Accounting Payroll and Personnel (CAPPS) and other systems required to perform the job.
  • This position requires the demonstrated ability to :

  • Communicate and work effectively with a wide range of people with varied skills, knowledge, and backgrounds.
  • Maintain the confidentiality of sensitive information.
  • Analyze and solve work-related problems and work independently on a variety of administrative work and technical assignments.
  • Manage and coordinate multiple tasks and priorities to meet necessary deadlines.
