About TTSTC
The Texas Treasury Safekeeping Trust Company (TTSTC) is a special-purpose entity that manages, safeguards, and invests public funds and securities belonging to the state of Texas, its agencies and local political subdivisions of the state. TTSTC's special-purpose entity status provides the Comptroller's office direct access to specialized investment services and programs enabling the Comptroller to achieve the highest return at the lowest cost to the state.
General description
The Director of Information Technology & Middle Office (DIT&MO) performs highly advanced managerial work providing direction and guidance in strategic operations and planning. In addition, work involves overseeing and guiding the firm's technology infrastructure, systems, applications, and middle office operations. This senior leadership role requires a deep understanding of both technology and investment operations and a proactive approach to driving innovation and operational efficiency. The DIT&MO will play a key role in ensuring that the technology landscape and investment operations supports the firm's investment strategies, regulatory compliance, including all IT laws, rules, regulations, policies and procedures, and business continuity. The DIT&MO plans, assigns and supervises the work of others, reporting directly to the Chief Operating Officer (COO).
Work Hours
Agency standard work hours are Monday through Friday from 8am to 5pm, 40 hours per week with occasional evening and weekend hours. Hours are subject to change based upon business need or division determination.
This position may be eligible for a flexible / hybrid work schedule if certain conditions are met; working arrangements may change at any time as business necessitates.
Qualifications :
Minimum Qualifications
- Graduation from an accredited college or university with a bachelor's degree in information technology, Computer Science, Finance, or a related field.
- Proven experience (10 years) in a senior technology leadership role, ideally in an investment management or financial services environment.
- Deep understanding of buy-side investment operations, including portfolio management, trade settlement, accounting, valuations, risk management, and performance reporting.
- Familiarity with how these functions integrate with front and back-office operations to ensure seamless and accurate execution of investment strategies.
- Strong background in technology infrastructure, software applications, and project management.
- Experience in managing complex technology systems, vendor relationships, and integrations within a financial services context.
- Demonstrated expertise in business continuity, disaster recovery, and regulatory compliance.
- Excellent leadership, communication, and interpersonal skills, with the ability to influence and collaborate with stakeholders at all levels.
- Strong problem-solving abilities and a proactive, solution-oriented mindset.
Preferred Qualifications
MBA or relevant advanced Degree.
LICENSES / CERTIFICATIONS
CPA, CFA, FRM or equivalent designation is highly preferred.
SUMMARY OF PHYSICAL REQUIREMENTS

In this role you will
Technology Duties and Responsibilities :
o Develop and execute the firm's technology strategy to align with business goals, investment strategies, and regulatory requirements.
o Identify emerging technologies and drive innovation to improve efficiency and operational capabilities.
o Oversee the selection, implementation, and maintenance of mission-critical systems (e.g., portfolio management, trading platforms, accounting, and risk tools).
o Ensure systems meet operational, compliance, and risk management standards.
o Manage the firm's technology infrastructure to ensure scalability, resilience, and security.
o Develop and enforce information security policies and protocols to protect organizational data.
o Lead the design and implementation of robust Business Continuity and Disaster Recovery plans.
o Regularly test and update plans to ensure operational continuity during disruptions.
o Lead, mentor, and develop the technology team, fostering a high-performing and collaborative environment.
o Partner with other departments to ensure technology solutions effectively support operational and investment needs.
o Ensure compliance with technology-related regulations and industry standards.
o Proactively identify and mitigate technology risks, including cybersecurity threats.
o Manage relationships with technology vendors and service providers, ensuring cost-effective and high-quality solutions.
o Lead cross-functional projects to deliver timely and efficient technology enhancements.
Middle Office Duties and Responsibilities :
o Manage key middle office functions, including portfolio accounting, trade settlement, cash reconciliation, and performance reporting.
o Ensure seamless integration of front, middle, and back-office workflows.
o Implement and maintain robust controls for middle office processes to minimize operational and financial risks.
o Ensure compliance with applicable laws, regulations, and internal policies.
o Oversee the calculation and reporting of investment performance, including risk attribution and benchmark comparisons.
o Provide actionable insights to senior leadership through detailed reporting.
o Analyze workflows and implement automation to improve efficiency, accuracy, and scalability.
o Collaborate with technology teams to enhance system integration and streamline manual processes.
o Ensure accurate valuation of all asset classes, including complex instruments and alternative investments.
o Oversee daily and periodic reconciliations of transactions, cash flows, and portfolios.
o Lead and mentor middle office staff, fostering a culture of accuracy, collaboration, and continuous improvement.
o Serve as the liaison between investment teams, back-office operations, and external stakeholders to resolve issues and align goals.
o Manage the preparation of regulatory and investor reports, ensuring timeliness and accuracy.
o Stay updated on evolving regulatory requirements and adapt processes accordingly.
