Summary
The Area Maintenance Manager is responsible for overseeing maintenance operations at Legacy Hall and Thurgood Marshall Hall at Morgan State University. Key duties include managing after-hours on-call and emergency staffing, assisting with budget creation, and overseeing maintenance operations such as HVAC, electrical and elevator repairs, janitorial services, waste management, groundskeeping, pest control, contract management, and fire safety equipment repairs. In partnership with the General Manager, this role involves advising on and proposing capital projects to maintain the facilities. The position requires after-hours overtime for overseeing repairs, unit cleaning, and other facility-related projects. A customer-focused and professional approach in all interactions with internal and external customers is essential.
Essential Duties and Responsibilities:
- Hires, trains, supervises and evaluates all maintenance department employees.
- Waste Management: trash/ recycle removal contracts, dumpster, chutes and trash room upkeep, turn needs, move out needs.
- Preventative Maintenance Management: Implements and oversees proactive interior and exterior maintenance programs to ensure quality repairs.
- Turn Management: Coordinates and oversees all aspects of the turn period including but not limited to RFP, meetings, inspections, bed bug dog, bed bug treatments, maintenance, painting, cleaning, floor care.
- Oversees work order system to ensure that all repair requests are being handled efficiently and in a timely manner.
- Oversees on-call after hours maintenance emergency duty system. Serving on after hours on-call maintenance rotation.
- Performs general furniture repair, general plumbing, all appliance repair, minor electrical repairs, general repairs and HVAC repairs
- Conducts oversight of exterior fixtures.
- Monitors facility for quality workmanship.
- Conducts building/community inspections.
- Participates in developing and monitoring the site-operating budget related to maintenance.
- Establishes, maintains, and continually updates a maintenance manual that identifies various protocols and/ or standards designated for the facility.
- Monitors all pest control efforts for both communities.
- Assists in responding to resident maintenance questions, concerns, or complaints to include appeals and damage billing.
- Oversees work performed by contractors and inspects work upon completion to ensure quality workmanship.
- Conducts regular checks of the building systems.
- Oversees all janitorial services needs and duties.
- Oversees all inventory needs and processes
- Coordinates turn process creating and overseeing all unit/building turn operations.
- Orders and monitors additional student move out and trash dumpsters for turn.
- Responsible for daily repairs to building systems.
- Participates in daily, weekly and monthly scheduled meetings.
- Creates holiday break and summer staff scheduling.
- Oversees lock core changes and hardware replacement as needed.
- Other duties as assigned.

- A high school diploma or general education degree (GED).
- 5-7 years’ experience (apartment maintenance preferred).
- HVAC certification is required.
- 2-3 years’ experience supervising maintenance staff.
- Possess strong interpersonal, communication (oral and written) skills, and computer competency.
- Possess strong customer service skills.
- Possess troubleshooting and diagnostic skills.
- Able to work as part of a team and individually with limited supervision.
- Possess time management skills managing multiple projects with changing priorities and managing continually heavy workloads.
