OVERALL OBJECTIVE OF JOB: To perform specialized administrative functions for the 911 Manager to assure efficient operation of department; and to act as a liaison between the assigned department and other County agencies and/or departments
QUALIFICATIONS:
High school diploma or equivalent, plus additional training in computers and emergency medical services or police and fire training.
3 years’ experience working as a dispatcher with consideration for experience in the field of communications, public safety or EMS.
ESSENTIAL FUNCTIONS OF JOB:
1. Assists 911 Manager in variety of projects, reports, training, and supervision of center.
2. Composes letters, reports, memos, agendas, trainings, and other correspondence as required.
3. Answers inquiries from public and others regarding departmental procedures and public information assisting them in person or on the telephone.
4. Acts as System Administrator for the Computer-Aided Dispatch (CAD); establishes and maintains all files, statistics, and GIS mapping layers.
5. Oversees daily additions, changes and deletions from telephone service providers to maintain the 911 databases.
6. Liaison with internal County departments and external companies to update necessary 911 and GIS data.
7. Build and maintains various databases; including but not limited to, Master Street Address Guide (MSAG), Automatic Location Identification (ALI), Municipality Addressing Files, Special Location Information (SLI) Files.
8. Participate in the development of policy and procedures as it relates to the coordination of addresses and NENA standards.
9. Copies tapes of incidents as needed when requested by Law Enforcement
10. Interacts with other internal and external government departments, outside bureaus, agencies, courts and general public daily as needed to perform job duties.
11. Provides statistical information to County, Municipalities and our First Responder Organizations
12. Maintains and implements external interfaces – Active 911, IamResponding and E-Dispatches into our CAD system
13. Ensures all telephone or addressing corrections are submitted in accordance with NENA Standards

6. Must possess knowledge and ability to provide basic routine maintenance on equipment.
7. Must possess the knowledge to operate the Text Telephones (TTY) for the speech/hearing impaired.
8. Must possess the knowledge to revert back to the manual card system to record information in the event of a CAD system failure.
KNOWLEDGE, SKILLS AND ABILITIES REQUIRED (continued):
9. Must possess a working knowledge of the Geographic area of the County in order to assist emergency personnel arrival at the scene.
10. Must possess ability to maintain confidentiality in regard to County information and records.
11. Maintains knowledge of County emergency services agencies.
12. Ability to read road maps and interpret mapping data.
13. Must possess the ability to deal with multiple tasks in highly stressful situations.
14. Most importantly must possess the ability to maintain a calm demeanor and to use common sense while dealing with highly stressful situations.
WORKING CONDITIONS:
1. Works indoors in adequate work space, temperatures, ventilation and lighting.
2. Works with average indoor exposure to noise, but with frequent disruptions and stress.
3. Normal indoor exposure to dust/dirt.
4. Travels occasionally when needed to perform functions of job.
PHYSICAL/MENTAL REQUIREMENTS:
1. Must possess ability to record, convey and present information, explain procedures and follow instructions.
2. Must be able to sit for long periods throughout the work day, with intermittent periods of standing, walking, twisting, stooping, and reaching and driving as necessary to carry out essential job duties.
3. Dexterity requirements range from coordinated movements of fingers/hands; feet/legs; torso necessary to carry out duties of job.
4. Sedentary work, with occasional lifting/carrying of objects with a maximum weight of thirty-five pounds.
5. Must demonstrate emotional stability.
6. Must be able to cope with the physical and mental stress of the position.
7. Must be able to pay close attention to details and concentrate on work.
8. Must be able to mentally and physically react quickly to emergency situations.
