What are the responsibilities and job description for the Case Worker position at Carbon County?
OVERALL OBJECTIVE OF JOB: To perform duties of Caseworker, providing information, scheduling, interviewing and testing applicants, assessment of needs, and performing a variety of detailed functions within compliance of applicable federal rules and regulations. Casework can include but is not limited to WIOA Title I Adult, Dislocated and Youth Program services, as well as administering Summer Youth Programs as assigned.
QUALIFICATIONS:
EDUCATION/TRAINING: Bachelor’s Degree in social service field or equivalency.
WORK EXPERIENCE: 1 year working experience, including assessment in evaluation plus general office skills, computer knowledge and good communication skills required. Or, any equivalent combination of experience and/or training.
ESSENTIAL FUNCTIONS OF JOB:
1. Reviews pre-applications to determine potential eligibility and suitability of applicants.
2. Explains aspects of programs to prospective participants.
3. Obtains required documentation from applicants to verify eligibility as outlined in WIOA regulations.
4. Enters data for participant application, verification used, and services provided into Internet based Pennsylvania CareerLink system.
5. Interacts with government offices, schools, agencies and general public daily in order to obtain needed information and perform job functions.
6. Assist customers of Carbon County Career Link in the use of the Internet based Pennsylvania Career Link system. This includes, but is not limited to, job search, resume preparation, locating training providers, and referral to partner agencies.
7. Assembles information for applicants for Individual Training Accounts.
8. Assists in all phases of summer youth program, as assigned.
9. Administers and scores basic skills tests.
10. Performs follow-up casework duties after participants’ complete training.
11. Builds and maintains computer database of applicant and/or other necessary information; generates reports and mailings as necessary.
12. Receives and transmits e-mail.
13. Types and proofreads letters, reports and other documents as required to perform duties of the job.
14. Establishes and maintains appropriate filing and record-keeping systems.
15. Utilizes computer, typewriter, calculator, copier, fax and other office machines as required to complete essential job functions.
16. Orders and stocks office supplies, as needed. Maintains inventory list
PHYSICAL AND MENTAL REQUIREMENTS:
1. Must possess ability to record, convey and present information, explain procedures, follow instructions pay close attention to details and concentrate on work.
2. Must be able to sit for long periods throughout the workday, with intermittent periods of standing, walking, bending, twisting, reaching, stooping and grasping as necessary to carry out job duties.
3. Dexterity requirements range from simple to coordinated movements of fingers/hands; feet/legs; torso necessary to carry out job duties.
4. Sedentary work, with occasional lifting/carrying of objects with a maximum weight of thirty-five pounds.
5. Must be able to cope with the physical and mental stress of the position.
6. Must be able to move frequently throughout the work day, as needed to carry out essential functions of job.
7. Must be able to pay close attention to details and concentrate on work.

9. Must possess the ability to interact appropriately with applicants and others in dealing with WIOA programs and procedures.
10. Must possess the ability to learn all aspects of the programs offered through WIOA and explain such programs and requirements to applicants and others.
11. Must possess the ability to maintain accurate and appropriate files, both in computer and general record keeping procedures.
12. Must possess the ability to conduct appropriate and effective interviews and to obtain required information and to administer general skills tests and score them uniformly for all applicants.
13. Must possess the knowledge of the methods, practice, and procedures of assessing skills and abilities.
14. Must possess the knowledge of the local economic, social and cultural characteristics.
WORKING CONDITIONS:
1. Works indoors with adequate workspace, temperatures, ventilation and lighting.
2. Normal exposure to noise and stress, but subject to frequent disruptions.
3. Normal indoor exposure to dust/dirt.
