Position Description
This position is advanced clerical/accounting work involving the application of bookkeeping principles and practices. Additional duties involve data collection and analytics, budget maintenance and strong/effective communication skills.
An employee in this class will perform examinations of a variety of financial records and documents. Work frequently involves responsibility for the establishment and review of internal compliance and is performed with a team of fiscal and administrative staff. Fiscal, compliance and accounting problems and irregularities are referred to the fiscal officer/accountant or administrative entity personnel who reviews work periodically.
Position Requirements

Education and Experience
- One year as a Fiscal Assistant
OR
- Three years of work involving the maintenance of fiscal or financial records, including one year of responsible work which involves the application of accounting or fiscal principles and practices; and graduation from high school
OR
- One year of experience in maintaining and reviewing fiscal records and an associate degree in accounting or business administration
OR
- Any equivalent combination of experience and training.
Physical Demands
While performing the responsibilities of the Fiscal Technician the employee is required to talk and hear. The employee is often required to sit and use their hands and fingers, to handle or feel and to manipulate keys on a keyboard. The employee may be required to stand, walk, reach with arms and hands, climb or balance, stoop, kneel, crouch or crawl and, enter and exit a vehicle. The employee may need to work with arms above shoulder height, bend at the waist or work bent at the waist, lift or carry items or occasionally work with an uncommon level of noise. Vision abilities required by this job include close vision.
Work Environment
Normal office environment. The noise level in the work environment is usually quiet to moderate. Position may require travel throughout Carbon, Monroe and Pike counties in addition to periodic travel to other locations in Pennsylvania. Agency vehicles are usually available during work hours.
Position Duties:
- Prepare periodic reviews of the county budget including the identification of budgetary needs and propose capacity changes to AE personnel and Pennsylvania’s Office of Developmental Programs (ODP)
- Tracks timeliness of waiver capacity management by measuring the time between the vacancy date and intent to enroll
- Monitors the AE dashboard to determine waiver capacity, identify needs and propose capacity changes to staff and ODP
- Track program growth to know the programs growth capacity (trend analysis) and request additional money from ODP
- Export reports from Home and Community Services Information System (HCSIS) and the AE dashboard into an MS product to analyze utilization vs authorization of services (by funding type, provider, individual or service)on a frequency delegated by AE
- Present your findings to the fiscal officer/accountant or administrative entity personnel in order to identify issues with the processes and possible solutions.
- Completes critical revisions as requested by the AE personnel
- Completes trend analysis on the support coordination organizations
- Compare county budget trends to state-wide budget trends
- Participate in regular or ad hoc AE/SCO/Provider meetings to report trend analyses amount services frequently over/under-authorized
- Create budgets for unanticipated emergencies and keep a list of requests
- Become familiar with all current ODP Announcements, agreements, bulletins, regulations, and waiver amendments.
- Ensures AE meets average utilization expectations of 90% or greater for residential services and 80% or greater for community participation support and home and community base services
- Ensures Prioritization of Urgency of Need for Services (PUNS) is updated timely when an individual is enrolled in the waivers
- Maintains oversight of base funded services
- Meets weekly, if not daily, with AE personnel
- Monitor claims processing to ensure 180 day timely filing goal is maintained by provider network (90 days for initial contact)

Performs related work as required. Use of personal vehicle may be required.
