Job Summary:
Cardea Health is seeking a Policy Analyst to support its advocacy efforts focused on Medi-Cal policy, particularly the Home and Community-Based Alternatives (HCBA) Waiver. This role will involve tracking, analyzing, and advocating for policy changes, grant writing related to Cardea Health’s programs, and providing support to the finance team. The Policy Analyst will be integral in advancing Cardea Health’s mission to serve marginalized populations by ensuring effective policy strategies, program funding, and fiscal oversight.
The role reports to the Senior Policy & Finance Analyst and is full-time, 40 hours per week during regular business hours. Remote work is available, but candidates must be able to work onsite at various Bay Area locations as needed.
Qualifications & Responsibilities
Responsibilities:

Policy Analysis & Advocacy: Track and analyze changes in Medi-Cal policy, specifically focusing on the HCBA Waiver, and assist in the development of advocacy strategies to influence relevant policy decisions

Stakeholder Engagement: Support advocacy efforts through communication with stakeholders, policymakers, and other organizations, contributing to coalition-building and policy discussions

Reporting & Documentation: Maintain detailed record of policy activities, track advocacy progress, prepare and organize relevant advocacy material

Grant Writing: Draft and support the submission of grant proposals and RFP’s that fund our programs, collaborating with internal stakeholders to align proposals with organizational goals

Coordinate with Finance Team: Develop an understanding of the different revenue streams that sustain our programs. Will work closely with the finance team to ensure compliance with funding requirements and assist in preparing financial reports and program budgets
Minimum Required Skills & Qualifications:

3-5 years of experience in policy analysis, advocacy, or related roles in a non-profit or government setting

BA/BS in public policy, social work, health policy, or a related field

Strong writing skills with experience in grant writing, policy briefs, and reports

Excellent research and analytical abilities

Ability to engage stakeholders and represent the organization in advocacy meetings

Detail-oriented, organized, and able to manage multiple tasks simultaneously

Strong interpersonal and communication skills

Comfort working with cross-functional teams, including finance and program teams

Ability to work independently and as part of a collaborative team
